2. ORGANIZATION BACKGROUND:
The United Nations Population Fund (UNFPA), formerly the United Nations Fund for Population Activities, is a UN organization working for reproductive rights for all and supports access to a wide range of sexual and reproductive health services including voluntary family planning, maternal health care and comprehensive sexuality education and end gender-based violence and harmful practices.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
Working under the overall supervision of a designated official at the Department of Planning and Convergence and Head of Office of UNFPA and guided by the Population Dynamics and Research Specialist of the UNFPA country office, the Consultant will provide technical expertise and inputs on population dynamics to the state government.
The Demographer will play a leading role in the establishment and operationalization of a demographic unit, providing research evidence, technical assistance on data analysis and tools to strengthen the use of population data in designing policy frameworks/ development plans and its monitoring for a resilient Odisha.
Key Deliverables:
(A) Research on Demographic Context of Odisha
(1) Produce analysis based on quantitative and qualitative socio-economy and demographic data and develop technical position papers to uniform state level policies and programmes;
(2) Create and document knowledge on population and development issues in the state, considering demographic transition and emerging trends;
(3) Undertake technical studies on population trends, policies and their impact on social and economic development, paying special attention to areas such as family planning, migration, urbanization, ageing, gender equality and imbalances in sex ratios;
(4) Lead development of key reports on population phenomena, including the Odisha Demographic Report and inputs to the Odisha Economic Survey.
(B) Development Of Data Dashboard And Interactive Tools
(1) Develop and maintain databases on demographic and population and development indicators, as well as on population-related policy measures;
(2) Develop data visualization dashboards, interactive maps or platforms to communicate complex insights in a user-friendly manner;
(3) Identify and interpret granular and localized trends in data, paying special attention to disaggregated statistics for vulnerable groups, including persons with disabilities, older persons, migrants, religious minorities, and scheduled castes and scheduled tribes;
(4) Identify data gaps and discrepancies at the district and sub-district levels, and develop recommendations to address them;
(5) Generate innovative ideas and solutions to improve the collection and analysis of data.
(C) Support Capacity-Building Initiatives
(1) Assist in the identification of capacity gaps and technical assistance needs on population issues in the state government;
(2) Support development of training modules for strengthening the knowledge and skills of officials on population issues;
(3) Undertake training of state government functionaries on using newly developed data dashboards and platforms.
(D) Knowledge Management:
(1) Support in implementing knowledge management strategies to capture lessons learned and good practices to improve programs;
(2) Create and document knowledge about current and emerging issues and trends in the areas of population dynamics, sexual and reproductive health, adolescents and youth and gender equality;
(3) Identify and participate in knowledge-building networks and share data from development approaches and tools.
Other Activities:
Carry out any other program-related activities as and when required and as advised by UNFPA/ Dept. of policy & convergence, Government of Odisha.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
(1) Master’s degree or equivalent in any of the following areas: Demography, Statistics, Economics, Geography or any related area.
Essential Experience:
(1) Minimum three to five years of experience in population analysis and research;
(2) Demonstrated experience with the analysis of census and survey microdata;
(3) Experience in programming packages relevant to data management and analysis, such as R, SPSS, STATA, etc.;
(4) Familiarity with non-traditional data, including big data sources such as earth observation and citizen-generated data;
(5) Strong oral and written communication skills, including the ability to draft concise reports and communicate effectively with key stakeholders
Desirable Experience
(1) Experience in geospatial information management, mapping or data visualization
(2) Familiarity with GIS software, including ArcGIS, QGIS or similar
(3) Experience coding in Python, JavaScript
Skills and Competencies:
(1) Fluency in written and spoken English. Knowledge of Odia language will be an advantage
(2) Willingness and ability to travel.
5. NATURE OF ENGAGEMENT:
The Consultant shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.
6. REMUNERATION & PER DIEMS:
Gross compensation budgeted for the position is Rs. 1,20,000/- per month and will be commensurate with the salary history of candidates.
7. LOCATION: Bhubaneshwar
8. DURATION: The successful candidate shall be issued successive consultancy contracts for a period of one year by UNFPA’s third-party payrolling partner(s). The contract is extendable based on performance and program needs.
The initial contract from the date of joining till June 30, 2023, shall be issued by SAMS. The subsequent contract for the balance period shall be issued by SAMS and/or UNFPA’s successor third-party payrolling partner.
