1. POSITION(S) VACANT: Project Officer (Tribal Rights), Bhubaneswar, UNFPA


2. ORGANIZATION BACKGROUND:

The United Nations Population Fund (UNFPA), formerly the United Nations Fund for Population Activities, is a UN organization working for reproductive rights for all and supports access to a wide range of sexual and reproductive health services including voluntary family planning, maternal health care and comprehensive sexuality education and end gender-based violence and harmful practices.

 

To address problems faced by tribal adolescents, UNFPA in partnership with SCSTRTI has been implementing a Life Skills Education (LSE) programme in Tribal Residential Schools across Odisha since 2015. The programme has successfully institutionalized LSE in more than 1,100 schools through the development of resource and teaching materials, and by providing supportive supervision and training to teachers, wardens and matrons.

 

UNFPA is seeking a candidate that transforms, inspires, and delivers high-impact and sustained results. UNFPA needs a person who is highly conscientious, well versed in the framework of the ‘Rights-based approach (including language), and conversant with the policy and legislative framework on tribal rights as well on ‘the inclusion and exclusion’ concept.

 

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

The Program Officer will be a part of a Technical Support Unit (TSU) based at the Scheduled Caste Scheduled Tribes Research Training institute (SCSTRTI), and will be contributing in the design, implementation, and monitoring and reporting of Life Skills Education (LSE) program ensuring the ‘rights’ framework and adaptation of the entire program to the context of Scheduled Tribes.

 

Key Deliverables:
 

(A) Technical assistance to understand aspirations and needs of tribal adolescents and young people:

(1) Identification of needs and aspiration of tribal adolescent to integrate into learning modules;
(2) Understand Odisha’s education ecosystem and related policies and influence on tribal adolescent and their access to education;
(3) Assess current tribal context and socio-economic dynamics and identify the 21-century skill sets required for tribal adolescents.

(B) Technical assistance in designing of Life Skills Education curriculum and operational roadmap for implementation:

(1) Analysis of the LSE component as per the need of the state and suggest appropriate actions to strengthen them integrating tribal context;
(2) Develop roadmap for transformation approaches and strategies that integrate the findings into programmatic interventions;
(3) Understand the project strategies from tribal context and support in the development of LSE course framework, including themes, sub-themes;
(4) Provide technical support to ensure that programmes are tribal rights-based, gender-responsive and inclusive.

(C) Coordination and collaboration for programme implementation:

(1) Coordinate with internal and external stakeholders contributing to the effective implementation of LSE Programme;
(2) Facilitate collaboration and in organizing advocacy and sensitization programmes at state, district and school levels including stakeholders;
(3) Contribute to the effective coordination at the SCSTRTI/UNFPA on implementation of Programme.

(D) Documentation & Knowledge Management

(1) Engage and support in the development of knowledge/ policy briefs highlighting tribal rights specifically in context of Odisha;
(2) Coordinate for development of need-based resource and communication material for different stakeholders.

(E) Monitoring & Evaluation

(1) Supporting in designing measurable indicators aligned to each learning objectives and outcome from tribal context;
(2) Develop frameworks on recording and reporting identifying gaps to propose corrective measures;
(3) Support the TSU team in report writing and in Monitoring and evaluation activities.

Other activities:

Carry out any other program-related activities as and when required and as advised by UNFPA/ SCSTRTI.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification:
(1) Master’s degree or equivalent in Social Sciences/ Social Work, Development studies, Public Policy or relevant field;
(2) Preference will be given to applicants with specialization in Tribal Studies, inclusion and exclusion, social justice, and human rights.


Essential Experience:
(1) Masters with 2-3 years of experience in the area of tribal education, tribal rights and related field

(2) Sound knowledge of development challenges and solutions for Scheduled Tribes with a specific focus on PVTGs;
(3) Good understanding of tribal development-related schemes/programs, especially for PVTGs

(4) Knowledge of the functioning of Institutions such as Tribal Research Institutes;
(5) Relevant experience in documentation and preparation of reports on development issues;

(6) Working experience & familiarity with UN Agency and government education system is desirable.

 

Skills and Competencies:
(1) Ability to communicate (read, speak, and write) in English and Hindi. Knowledge of Odia/ Tribal Language will be advantageous;

(2) Effective interpersonal skills and ability to work in diverse teams;

(3) Ability to develop analytical reports and documentation skills;

(4) Good skills in operating computers and MS Office package;

(5) Willingness and ability to travel extensively.
 

5. NATURE OF ENGAGEMENT:

 

The Consultant shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency. 

 

6. REMUNERATION & PER DIEMS:

 

Gross compensation budgeted for the position is Rs. 65,000/- per month and will be commensurate with the salary history of candidates.

 

7. LOCATION: Bhubaneshwar

         

8. DURATION: The successful candidate shall be issued successive consultancy contracts for a period of one year by UNFPA’s third-party payrolling partner(s). The contract is extendable based on performance and program needs.

 

The initial contract from the date of joining till June 30, 2023, shall be issued by SAMS. The subsequent contract for the balance period shall be issued by SAMS and/or UNFPA’s successor third-party payrolling partner.
