Finance Officer (Two Vacancies)

1. POSITION(S) VACANT: Finance Officer (Two Vacancies), Kamonohashi Projects, Kolkata, West Bengal

2. ORGANIZATION BACKGROUND: 

 

Kamonohashi Project (Kamo), a Japanese philanthropic organisation founded in 2002, aims at creating a world without human trafficking. It supports and manages multiple anti-human trafficking programmes in India since 2012 with local partner NPOs. It aims at achieving its mission through the theory of change that systemic changes in the criminal justice and rehabilitation systems will increase the deterrence to the crime of human trafficking and the access to justice by survivors of human trafficking.
 

3. JOB DESCRIPTION/ RESPONSIBILITIES:
 

Kamo requires professional consultants who can handle a range of financial management activities with precision and without delay including procurement and coordination with consortium partners and various vendors. The Finance Officer is expected to strengthen the consortium’s relationship with project financiers, through robust budgeting, management and reporting, as well as support to the Finance Manager (FM) and Director - Kamo India Programme(IPD) in financial analysis, simulation, reporting and monitoring. 
 

Key Deliverables:

A. Conduct financial monitoring of Kamo's partners and review and capacity building

(a) Monitoring utilization of funds according to agreed terms with financial integrity and addressing the necessary statutory compliances;
(b) Due assessment, review and advice on strengthening financial management of the Kamo's Indian programmes through:
(1) Verification of Partner NGOs' financial reports;
(2) Approval of Partner NGOs' financial report in consultation with lead consultant of Kamo designated as FM;
(3) Consolidation, verification of financial report(s) as well as annual report for the Kamo's India programmes;
(4) Finalization of the financial and annual reports in consultation with FM;
(5) Updating financial report for the Kamo on a monthly basis.

 

(B) Compliance check and support with regard to Kamo's partners member organizations to assist in strengthening the financial management and to reduce statutory or contractual risks

(1) Conduct bi-monthly field monitoring visit to each of the Kamo's partner organizations to assess and confirm the partner organization’s compliance with their contractual obligations;
(2) Report and communicate the result of the visits and monitoring exercise to FM and the IPD.

(C) Preparing and providing reports for financiers/ co-financiers of Kamo's programmes in line with Kamo's contractual obligation

(1) Development of TOR for circulation towards identification process of external auditor;
(2) Assisting with analysis and assessment of the proposals from prospective auditor;
(3) Contract development and finalization for the auditor in consultation with FM and Kamo;
(4) Coordinating with the auditors, orientation and ensure smooth sharing of data and information;
(5) Support FM in drafting financier report in the format prescribed by the financier. Obtain clarification on the same, as and when required.

(D) Assistance with budgeting for all activities planned for Kamo's India programme and ensure implementation of those programme activities by Partner NGOs

(1) Assisting the partner organizations of Kamo with their budget development and finalization;
(2) Conducting a critical analysis of the proposal and budget submitted by Partner NGOs;
(3) Provide feedback of the above analysis and seek necessary clarification from Partner NGOs as may be required by India Programme Director;
(4) Ensure revision of the budget (wherever and whenever required) and coordinate for its incorporation in the financial tool of Partner NGOs and Kamo as well as provide necessary support to the FM in the amendment of contract with Partner NGOs and co-ordinate with the Partner NGOs for finalization of the amended contract;
(5) Consolidation of the overall programme budget in collaboration with other consultants designated as Programme Managers and Programme Co-ordinators.

(E) Provide support to FM for budgeting for new programme / new phase

(1) Conduct a background research of cost vis-à-vis proposed activities by the partners;
(2) Collaborate with other consultants intimated by the India Programme Director to define realistic timelines.

(F) Provide support for logistical and administrative arrangements and procurement

(1) Identifying and assisting in the procurement of vendors for logistical and administrative arrangements or providing services to the Kamo;
(2) Development of contracts for such vendors and managing their contractual obligations.

(G) Link Responsibilities

(1) Provide data and updated financial information of partners and Kamo to FM and IPD for planning, building budget, and decision making;
(2) Provide financial and contractual information to respective portfolio holders on request for planning and decision-making;
(3) Provide technical support to partners/ finance persons to comply statutory requirements and for better financial management beyond programme/ project.


4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES: 

Qualification and Experience:

(1) Applicants must have Graduation/ Post Graduation or MBA in finance with two to five  years working experience in social sector (organization working in multiple states/ funding organization);
(2) Experience of FCRA and non-profit compliance is essential.

Skills and Competencies:
(1) Must have robust understanding and experience in working with a consortium;
(2) Proficiency in languages – English, Bengali & Hindi is mandatory;
(3) Must be result oriented and have a clear understanding of KRA based working;
(4) Must have knowledge in contract management, budget management and financial analysis;
(5) Must be analytical;
(6) Ability to work independently, but also in a team inter-dependently. Excellent coordination skills required;
(7) Possess the skill of listening to others and understanding the boundary that they are operating from, ability to work with differences of opinion, perspectives and ideologies;
(8) Have the ability to deal with conflicts and not avoid discussions on the same;
(9) Basic research skills;
(10) Experience in managing databases and information systems;
(11) Must be open to travel

 

5. Reporting Manager: The Consultant shall report to Finance Manager and Director – India Programme Division with link co-ordination and working responsibilities with Programme Manager, Assistant Programme Manager, Programme Co-ordinators, Human Resource Manager and Communication Manager.

6. NATURE OF ENGAGEMENT:

The selected candidate shall be appointed as full time Consultant for fixed term assignment with Strategic Alliance Management Services Pvt. Ltd. (SAMS). The initial contract shall be for a period of one year (including initial six months of probation period), renewable based on approval from Kamonohashi and candidate’s performance.

7. REMUNERATION: Gross compensation for this position is between INR 45,000/- to 55,000/- per month subject to withholding taxes, as applicable.
