1. POSITION(S) VACANT: Consultant- Life Skills Education, United Nations Population Fund (UNFPA), Bhopal, Madhya Pradesh


2. ORGANIZATION BACKGROUND:

The United Nations Population Fund (UNFPA), formerly the United Nations Fund for Population Activities, is a UN organization working for reproductive rights for all and supports access to a wide range of sexual and reproductive health services including voluntary family planning, maternal health care and comprehensive sexuality education.

Project Background:

United Nations Population Fund (UNFPA) programmes focuses on enhancing the reproductive rights for all and supports access to a wide range of sexual and reproductive services for all. Achieving three transformative results i.e., zero preventable deaths, zero unmet need and zero harmful practices and gender-based violence is the three core priorities of the UNFPA Strategic Plan globally. Engaging the adolescents and young people is achieving the transformative results of UNFPA and the UN SDG 2030 agenda.

UNFPA in Madhya Pradesh has been closely working with Department of School Education to empower the adolescents with life skills and information on health and sexual and reproductive health to equip adolescents to face the challenges of life and take informed decisions to realise their aspirations. The Department of Education have rolled out life skills curriculum for class 9th to class 12th since 2017 in a graded curriculum mode.  From 2022 onwards the curriculum is being modified to include elements of Ayushman Bharat and the programme has been renamed as Umang School Health and Wellness programme. The programme is being implemented from 6th to 12th Classes in partnership with Department of School Education and Department of Health. Life skills education programme is being implemented through government resources while UNFPA state office is providing technical support for resource material development, training of trainers and monitoring the quality of trainings at district level followed by school level transactions. UNFPA also partners with the Directorate of Skills development to impart life skills education to the students at the Industrial Training institutes in the State

UNFPA will continue to provide technical support to Dept. of Education and Department of Health for institutionalizing Life Skills Education in all state board secondary and higher secondary schools in the coming years and is looking for a suitable technical consultant to be based out of the Education Department. Following are the key roles and responsibilities of the technical consultant:


3. JOB DESCRIPTION/ RESPONSIBILITIES:

The Consultant- Life Skills Education (CON-LSE) will work under direct administrative and technical supervision of the Additional Project Director, Samagra Shiksha Secondary Education and technical guidance will be provided by State Head, UNFPA, Madhya Pradesh State office, Bhopal and shall be responsible for the following:

Key Deliverables:
(1) Provide strategic inputs in the planning, implementation and monitoring of the Umang Life skills and School Health and Wellness programme in partnership between the School Education and Health department;
(2) Assist the implementing partner working with UNFPA for institutionalization of Umang life skills education through State Board schools;
(3) Prepare training calendar for training of district trainers and prepare list of participants using the criteria provided in roll out guidelines;
(4) Assist in organizing state level training of district trainers and monitor quality of the trainings conducted by trainers from implementing partner of UNFPA;
(5) Assist district in preparation of training calendar from block level trainers and training of nodal teachers from all the schools;
(6) Undertake regular field visits to monitor the quality of transactions by the trained nodal teachers in the schools;
(7) Develop detailed guidelines for providing regular mentoring support to trained teachers on the Umang life skills education and School Health and Wellness programme and ensure establishment of functional mentoring system;
(8) Strengthen the monitoring of the Programme through mobile application for real time reporting on LSE sessions by trained teachers and analyze the data from the mobile application;
(9) Participate in district level review meetings for review of implementation of Umang Life skills education and School Health and Wellness programme;
(10) Assist in conducting implementation research for the life skills education and School health and wellness programme implementation by issuing necessary letters to districts and schools, monitor the data collection and sharing of assessment findings with relevant stakeholders;
(11) Provide support to Dept. of Education in preparation of detailed operational guidelines for implementation of Umang LSE through government schools;
(12) Conduct orientation of district level nodal officers on guidelines for roll out of Umang Life skills education and School Health and Wellness programs in all schools;
(13) Monitor quality of trainings for nodal teachers at district level conducted by district trainers and provide necessary feedback for improvement;
(14) Develop record keeping and reporting formats for school level transactions and provide support in modification of web-based MIS for data collection;
(15) Establish robust mentoring system for all blocks through block mentors;
(16) Work closely with Dept. of Education and district level officials to plan, implement and monitor Umang Life skills education and SHP rollout in government secondary schools;
(17) Participate in regular review meetings with the department and implementing partner at various level;
(18) Provide technical support in co-ordination with the Directorate of Skills Education for the roll out of the life skills education programme in the Industrial Training Institutes (ITIs) in Madhya Pradesh, especially in the development of resource materials;
(19) Provide technical inputs in coordination with the other departments and Government institutions in integrating life skills in their existing programs;
(20) Co-ordinate with the Department of School Education in the implementation of adolescent helpline in the state to provide psychosocial services to adolescents;
(21) Provide detailed analysis of the Umang Kishor helpline data to strengthen the programme implementation;
(22) Any other relevant responsibilities in discussion with UNFPA related to life skills education

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification and Experience
(1) Applicants must have master’s in Social Work/ Social Sciences/ Education / Rural Management/ Psychology/ Humanities with at least five to seven years’ experience in Adolescent empowerment/ Education/ Training and related fields;
(2) Working experience and or familiarity with educational sector programs, psychosocial services for adolescents and Programme Management will be an added advantage;
(3) Experience of working with Government is preferred.

Skills and Competencies:
(1) Ability to plan and execute activities at District level;
(2) Must be willing to travel extensively in the district;
(3) Demonstrated ability to work in a multi-disciplinary team with strong facilitation skills & ability to analyze reports, plan and monitor projects;
(4) Good documentation skills;
(5) Excellent oral and written communication & presentation skills in English and Hindi;
(6) High level of computer proficiency with specific familiarity with commonly used Windows and MS Office software and database software;
(7) The candidate must have good familiarity with life skills programme implementation, data analysis and monitoring, together with appropriate skills of programme management, coordination, and follow-up.

5. NATURE OF ENGAGEMENT:

The Consultant- Life Skills Education shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

6. REMEUNERATION & PER DIEMS:

The selected candidate will be paid a consolidated amount of Rs. 75,000 – Rs. 1,10,000 per month. 

7. LOCATION: Bhopal, Madhya Pradesh

8. DURATION: The successful candidate shall be issued successive consultancy contracts for a period of one year by UNFPA’s third-party payrolling partner(s).

The initial contract from the date of joining till December 31, 2022, shall be issued by SAMS. The subsequent contract for the balance period shall be issued by SAMS and/or UNFPA’s successor third-party payrolling partner.
