2. ORGANIZATION BACKGROUND:

The Foundation for Innovative New Diagnostics (FIND), is established in India as an independent, non-profit, created under Section 8 (Indian) Companies Act, 2013, with its office in New Delhi. FIND India is the key implementing partner of Central TB Division, Ministry of Health & Family Welfare, Government of India, for strengthening and expanding TB laboratory diagnostic capacity under the National Tuberculosis Elimination Program (NTEP) with the support of the Global Fund.

FIND India is a subsidiary of FIND, an international non-profit organization based in Geneva, Switzerland. The organization is dedicated to activities that result in: 1) new diagnostic tools; 2) expanded access to these tools; and 3) strengthened diagnostic testing capacity for poverty-related diseases in low-and middle-income countries.

PURPOSE OF THE POST:

FIND India is supporting NTEP lab network through continued sustenance of service delivery and expansion of NTEP’s diagnostic capacity for Drug Resistant-TB through development of 20 new C-DST labs, operationalization of genome sequencing equipment and scaling up of the LIMS to all C-DST labs. 

One of the strategic pillars in the NTEP’s national strategic plan (NSP) is “Detect”, which focuses on creating a comprehensive, high-quality TB diagnostic network to accurately and rapidly diagnose TB and link the patients with appropriate and timely treatment.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to the Medical Officer, the Senior Logistics Officer shall be responsible for heading the logistics unit of FIND India and managing the supply of drugs, consumable, medical equipment, and other items on requirement basis.

Key Responsibilities:
(1) Manage supply of drugs, consumables, medical equipment and other items on requirement basis in collaboration with FIND India’s Procurement team, Technical team, Project Managers and partners;
(2) Oversee inventory analysis and management for various supplies at FIND India warehouses, lab stores, etc. and ensure that the inventory norms are followed;
(3) Oversee the performance of operations related to stock handling, store-keeping, MIS operations, logistics, etc. and ensure smooth functioning as per the pre-defined norms;
(4) Ensure that stock-outs are adequately monitored and fulfilments are managed in a timely manner;
(5) Monitor the distribution of supplies from warehouses and suppliers to health facilities in the state and ensure safe and timely delivery;
(6) Ensure that the manpower and talent pool are trained and well equipped for managing the logistics of drugs and equipment;
(7) Work with Project Team and Site Users in effective implementation of LIMS Logistics Module;
(8) Any other responsibilities as identified from time to time by the Reporting Head.

4. QUALIFICATION, SKILLS AND EXPERIENCE:     
Qualification:

(1) Applicants must have PG Diploma/ MBA in Supply Chain Management;

Experience:
(1) Applicants must have minimum 10 years of experience, of which five years should be in supply chain management;
(2) Understanding of logistics cycle for drugs and medical equipment shall be preferred;
(3) Experience in public health/ pharma industry shall be preferred;
(4) Knowledge about the Non-Profit Sector

Skills and Competencies
(1) In-depth knowledge of supply chain processes including demand forecasting, inventory management, etc;
(2) Ability to develop and institutionalize operational processes and controls;
(3) Ability to understand and define processes;
(4) People/ Team Management skills;
(5) Proven management skills with the ability to optimise team performance and development;
(6) Strong interpersonal, negotiation and influencing skills;
(7) Proven analytical, problem solving and organisational skills;
(8) Strong planning skills with the ability to handle multiple projects through to completion and to manage competing priorities.

6. COMPENSATION OFFERED:
The gross remuneration budgeted for the position is attractive and shall be commensurate with the qualifications, experience, and salary history, of the selected candidate.

7. CONTRACT TYPE AND PERIOD:
This is a full-time position, and the initial contract will be offered for a period of three years, which shall be renewable based on performance, project extension and fund availability.
