1. POSITION VACANT: Senior Procurement Officer, FIND, New Delhi.

 

2. ORGANIZATION BACKGROUND:
 

FIND seeks to ensure equitable access to reliable diagnosis around the world, connecting countries and communities, funders, decision makers, healthcare providers and developers to spur diagnostic innovation and make testing an integral part of sustainable, resilient health systems. FIND aspires to save 1 million lives through accessible, quality diagnosis, and save US$1 billion in healthcare costs to patients and health systems. The organization is co-convener of the Access to COVID-19 Tools (ACT) Accelerator diagnostics pillar, and also a World Health Organization Collaborating Centre for Laboratory Strengthening and Diagnostic Technology Evaluation.

 FIND with its office in New Delhi, is an independent non-profit organization created under Section 8 of the Indian Companies Act, 2013. The organization is dedicated to activities focused on introducing and expanding quality assured, rapid, accurate and accessible diagnostic solutions for several infectious and non-communicable diseases. FIND has undertaken several projects focused on TB, viral hepatitis C, COVID-19 and Antimicrobial Resistance (AMR).

2. JOB DESCRIPTION/ RESPONSIBILITIES:

 

Reporting to the Procurement and Logistics Lead, the Senior Procurement Officer (SPO) shall be responsible for overseeing procurement activities for the India Office and specifically accountable for the following.

 

Key Job Responsibilities:
 

(A) Strategic Role
(1) Work with various Project Heads to develop and implement procurement plans;
(2) Develop and implement procurement plans, develop a strategy for the team's overall deliverables and activities;

(3) Determine potential sources of supply, including reputed and qualitative vendors for goods and services, and a reserve pool of the potential vendors and suppliers.

(B) Functional role

(1) Monitor and oversee the procurement agency to ensure that procurement, including the supply of goods and services, and payment of vendors are all completed on time;

(2) Coordination with CTD during the approval cycle for purchases;

(3) Provide necessary documentation for evaluation in a timely manner, as per the needs of the local fund agent, auditing firms, and donor organizations;

(4) Provide technical support and guidance to the Procurement Department and build its capacity for qualitative output, and timely publication of Expressions of Interest (EOIs), procurement advertisements and awards, market research and analysis and management of the FIND procurement portal;

(5) Create the annual procurement plan after consulting with internal team members and top management;

(6) Provide technical assistance for managing all aspects of vendor management and the procurement process;

(7) Assure that the procurement team maintains an up-to-date database, arranges vendor files, catalogues, technical literature, and price information for easy access, and establishes a call-up system to monitor the status of any pending procurement order;

(8) Review and update procurement policies and SOPs, on a regular basis in accordance with organizational and donor agency needs;

(9) Work with the Finance Department to ensure that payment is made on schedule to vendors and procurement agencies, by submitting invoices related to procurement for payment processing, along with all necessary supporting documents;

(10) Undertake any other task assigned by the Supervisor/ Line Manager, based on organizational requirements.


3. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification and Experience

 

(1) Applicants must have an MBA/ Master’s degree/ PG-Diploma in Commerce/ Administration/ Pharmacy/ Procurement and Supply Chain, with at least seven years of relevant experience in procurement with the development sector

(2) Experience in public health/ pharma industry/ not-for-profit sector, shall be preferred;

(3) Familiarity with the Global Fund, General Financial Rules of the Govt. of India and World Bank procurement guidelines, shall be an added advantage.


Skills and Competencies

(1) Ability to work under pressure and handle multiple tasks, demands and deadlines with a positive and constructive attitude;

(2) Experience in proactively identifying and addressing issues;

(3) Experience in building and developing the capacity of procurement staff through training, mentoring support, coaching, etc.;

(4) Excellent computer skills;

(5) Strong negotiation, communication, interpersonal and problem-solving skills;

(6) Excellent organizational and coordination skills;

(7) Ability to coordinate activities independently and manage/ prioritize diverse tasks;

(8) Excellent verbal and written communication skills in English and Hindi;

(9) Excellent interpersonal, writing, and oral presentation skills;

(10) A high level of integrity and professionalism;

(11) Willing to travel as required.


4. COMPENSATION OFFERED:
 

The gross remuneration budgeted for the position is attractive and shall be commensurate with the qualifications, experience, and salary history, of the selected candidate.

 

5. LOCATION: New Delhi

 

6. CONTRACT TYPE AND PERIOD:

 

The selected candidate shall be initially offered a fixed term employment contract till March 31, 2024. The contract will be extended thereafter subject to satisfactory performance, project extension and fund availability.
