Anticipated Vacancy for Technical Director, India Partnership for Early
Learning (IPEL) Project with International Non-Profit Organisation, New Delhi

1. JOB TITLE: Technical Director, New Delhi

3. PROJECT BACKGROUND:
Funded by USAID, the India Partnership for Early Learning (IPEL) Project seeks to improve early learning outcomes from pre-school to class 2, through a system-strengthening approach in partnership with multiple stakeholders, in both public and low-cost/ no-cost private schools, in selected NITI Aayog “aspirational” as well as other districts, in two to three states, across India. The project will support state governments and institutions by increasing their capacity to leverage and coordinate financial, human, and material resources, to implement evidence-based service delivery in foundational learning, such that the percentage of students attaining minimum proficiency in reading, math, cognitive, and social and emotional domains, steadily increases.

SAMS is urgently inviting Expressions of Interest (EOI) from appropriately qualified and experienced candidates, with experience of providing oversight to ensure a coherent technical approach across all project components and result areas, of USAID and/or other international donor-funded projects, anticipating award of the above upcoming project, to our Client.

4. JOB DESCRIPTION/ RESPONSIBILITIES:
The Technical Director, shall be responsible for providing technical expertise in foundational learning across the continuum of early childhood education and Grades 1-2, developing technical content, frameworks for assessment, reporting and capacity building, as well as for engaging and influencing education functionaries and officials at the national, state and district levels.

Key Responsibilities:
(1) Oversee the completion of all technical requirements, including project results and deliverables, in accordance with the project work plan;(2) Build and maintain productive working relationships with USAID, project partners, and key stakeholders, serving as the primary liaison for all project stakeholders;
(3) Manage the project’s operational, financial, and administrative priorities; Direct the planning and budgeting processes; Create or adapt management systems in line with organisation’s standard operating procedures and ensure consistency with project needs;
(4) Build partnerships among international, national and community level stakeholders;
(5) Design and oversee the annual project cycle in accordance with USAID’s annual planning cycles;
(6) Translate project goals and objectives into implementable strategies and plans in coordination with staff and partners; Oversee the preparation of quarterly and annual project activity reports, MEL reports, and other deliverables, as specified in the agreement; Report against the project’s targets;
(7) Represent the project at high-level meetings, conferences, and other fora;
(8) Guide team members to fulfil the project’s strategic goals and objectives;
(9) Supervise and mentor senior staff, delegating responsibilities as appropriate;
(10) Clearly communicate expectations for staff performance.

5. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualifications: 
Applicants must possess Masters’ or Advanced Degree in Education or related field.

Experience: 
(1) Minimum 10 years of senior level management experience of working on donor-funded programs. Prior experience of managing USAID-funded programs is essential;

(2) Experience in two or more of the following areas of specializations is essential:

(a) Community Health;
(b) Maternal, Neonatal, and Child Health;
(c) Nutrition;
(d) Reproductive Health; or
(e) Social and Behavior Change.

(3) Demonstrated understanding of USAID’s multi-sectoral nutrition and community-health system strengthening approaches and gender programming;
(4) Previous experience and engagement with the culture and context of India is a must;
(5) Prior experience of setting-up and managing PMUs within Government institutions, to co-create technical solutions, build capacity of, and provide hand-holding support to system actors to roll out solutions is strongly preferred;
(6) Previous record of engaging private sector actors to support state government, social impact initiatives through innovative PPP arrangements, new financing models and sharing of technical know-how, will be an added advantage;
(7) Experience of recruiting, developing, and managing local and international staff and teams;
(8) Experience of managing required programmatic and financial reporting requirements;
(9) Experience in MEL shall be advantage.

Required Skills: 
(1) Proven exceptional leadership in design, management, implementation, monitoring and evaluation of similar-sized international donor-supported programs, with skills in strategic planning and thinking, management, supervision and budgeting, and experience of managing complex activities, involving coordination with multiple program partner institutions;

(2) Demonstrated skills in building and maintaining relationships with host governments, donors, other donor funded projects and stakeholders, local organizations, and partners;
(3) Strong oral and written communication skills;
(4) Excellent, demonstrated interpersonal and negotiation skills;
(5) Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit;
(6) Demonstrated commitment to principles of Gender Equity, Diversity, and Inclusion, as evidenced in previous management positions and programming;
(7) Demonstrated commitment to PSEAH (Prevention of Sexual Exploitation and Harassment);
(8) Fluency in English (spoken and written) is required;

(9) Ability to travel within India as required.

6. COMPENSATION OFFERED:
Gross annual remuneration budgeted for the position is attractive. Offers shall be commensurate with the qualifications, experience and salary history, of the selected candidate.
