2. ORGANIZATIONAL BACKGROUND:

HelpAge India (HI) is a secular, apolitical, non-profit and non-governmental organization, registered under the Indian Societies' Registration Act of 1860. It voices the concerns of India’s elderly. Formed in 1978, the organisation’s mission is “to work for the cause and care of disadvantaged older persons and to improve their quality of life”.

There are currently an estimated 138 million elderly in India. HI‘s work benefits over 2 million elders, annually, through nationwide programs and services in the areas of healthcare, agecare, livelihoods and emergencies, research policy and advocacy, for the rights of senior citizens.

HI provides elderly relief through a wide range of agecare interventions, including its large mobile healthcare program providing free healthcare services to destitute elders, physio and cancer care services to terminally ill elders, formation of Elder-Self-Help Groups to enable elders become self-reliant and independent, cataract surgeries for sight restoration, Support-a-Gran program, homecare support for bed ridden patients, training of carers for the elderly, running of Elder Helplines across the country, Relief & Rehabilitation for elders post disasters and the provision of active ageing opportunities.

The organisation works hand-in-hand with Senior Citizens Associations, recognising that serving elder needs requires working with and for them. HI also empowers senior citizens through Digital Literacy workshops designed to help them keep pace with the online world and become independent. The workshops help make elders aware of Policies, Schemes and Acts beneficial to them, especially the Maintenance and Welfare of Parents and Senior Citizens Act and amendments thereto.

HI recently became the first and only Indian organization to be honoured with the ‘UN Population Award 2020’ for its exemplary work in the field of ageing, including relief efforts during the Covid 19 pandemic, recognising the organization’s outstanding contribution to ageing population issues and efforts in the realization of the rights of older persons in India.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to the Chief Executive Officer, the Chief Operating Officer (COO) shall have overall responsibility for leading and advancing HI’s programs to the next level, in line with its mission, aspiration and values.

The COO shall be a member of the leadership team (Management Executive Committee) and responsible for leading programs on an overall basis, encompassing program strategy, operations and funding, new project development, coordination with program units and other departments, MIS and monitoring and evaluation, interface with key stakeholders including corporate donors, community organisations and government departments.

The COO shall also be the convenor of the Program Advisory Committee (PAC) of the Governing Body.

This is an exciting opportunity for a senior professional with demonstrated experience in strategic planning and leading the development and execution of program strategy, for one of India’s most respected, not-for-profit organizations.

Key Job Responsibilities:
(1) Lead the development and execution of program strategy, and plans, scaling up and setting up of targets (overall and those at mission, states, and for special initiatives), manage the operational framework, review grant/ project agreements, and implement process improvement/ restructuring exercises, as required, in line with HI’s overall strategic plan;
(2) Work with the program and resource mobilisation teams, to lead new program/ project development, funding and partnership opportunities, incorporating innovation, use of digital/ technology and cost effectiveness;
(3) Establish and maintain performance tracking and review systems (dashboard/ MIS) for measuring program and operational metrics, across mission, states and major projects, for meeting agreed organisational performance plans, within budgets and timelines;
(4) Implement monitoring and evaluation systems for programs, feedback systems from beneficiaries, and drive program improvement and development, based on findings and learnings;
(5) Implement and lead a continuous quality improvement process across all program areas, focusing on systems and process improvement, based on analysis of data generated from all departments;
(6) Conceive and implement appropriate innovative approaches for program planning and execution, including the application of systems approaches and design thinking, as appropriate;
(7) Lead a high performing program and field team (missions and states), by providing support from the head office, ensuring staffing levels are met, professional and statutory standards are complied with, and by further developing, implementing and streamlining operational policies, in line with feedback obtained;
(8) Provide regular and ongoing opportunities for all staff to give feedback on program operations and manage employee communication in conjunction with the CEO and Country Head- Human Resources;
(9) Review and manage program and operational aspects of the annual budget (program funding and expense/ utilisation) in conjunction with the Country Head-Finance, Country Head-Resource Mobilisation and Country Head – HR;
(10) Report on operational issues, opportunities, development plans, achievements, challenges and budgets to the CEO and the Program Advisory Committee of the Governing Body.


4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification
Applicants must be MBAs, or postgraduates in development, or equivalent field, from a reputed academic, or professional institute.


Experience
(1) +20 years of relevant progressive leadership experience, of which at least five years should be in senior leadership roles in programs/ operations, in a growth-oriented organisation, preferably with the not-for-profit/ social impact sector;
(2) Prior experience in the corporate sector in a role that required significant coordination and result orientation, preferably including responsibility for P&L, and/or as head of a cost/ revenue business unit within the organisation, shall be preferred.


Skills and Competencies

(1) Demonstrated skills in performance management, leading diverse work teams and implementing organisation-wide operational and managerial processes, across a broad geography;
(2) Knowledge and experience in policy development and implementation, project management, organisation development and people management, with a large organisation;
(3) Demonstrated ability to interact effectively with the Board of Directors;
(4) Ongoing affiliations with leaders in successful companies and organisations that practice effective operations management;

(5) Excellent communication, interpersonal, and relationship and negotiation skills;
(6) Familiarity with change management initiatives.

5. COMPENSATION OFFERED:

The gross compensation for the position is attractive and compares favorably with the remuneration paid by progressive non-profits in the sector. The offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.
