1. POSITION VACANT: Programme Officer, Seva Foundation, any Metro, or Principal City of India
 

2. ORGANIZATIONAL BACKGROUND:
Seva Foundation (Seva) is a global non-profit eye care organization that transforms lives by restoring sight and preventing blindness. Since 1978, Seva has provided sight-saving surgeries, eyeglasses, medicine, and other eye care services to more than 40 million people in underserved communities around the world. 

Globally, more than 2.2 billion people have a vision impairment, and of these, at least 1 billion have a vision impairment that could have been prevented and/or is yet to be addressed. Seva’s programs have been instrumental in making eye care available to those who cannot afford it. Their programs are driven by four pillars: establishing self-sustaining vision centers, eye care for kids, bringing the best in technology, and training and job creation. Seva believes that restoring sight is one of the most cost-effective ways to relieve suffering and reduce poverty. When a blind person gets her/his sight back, s/he can go back to work, earn, and support her/his family. Seva has helped nearly 5 million people who were blind, regain their sight, in more than 20 countries. 

 

Seva works with more than 100 eye hospitals around the world to strengthen their capacity to provide quality, comprehensive eye care services. To monitor their performance, Seva’s

partner hospitals regularly collect data on metrics such as patients seen, surgeries advised and performed, surgical outcomes, glasses advised and performed, and income and expenses. Seva’s partners submit this quantitative data to Seva every quarter via an excel reporting template. After reviewing the data, Seva cleans and ingests it into a SQL database integrated with Seva’s Power BI dashboards. Partners, in turn, can use these dashboards to monitor and manage their hospital’s performance.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Regional Director, the Programme Officer (PO) shall be responsible for project management, impact assessment, and data management within the country program, focusing on efficiency and impact. The PO shall also be responsible for improving the program quality, stakeholder management, day-to-day management of program activities, health research, data analysis, and evidencing Seva’s work.

S/he will also provide support to the program and operations team, overseeing implementation, partner relations, fund utilization, and measurement of impact implemented through a responsive process of planning, executing, and assessing to guide program implementation work.

The role is vital for the management of the growing India country program with emphasis on the management, implementation, and impact assessment of the programs in the country. The postholder will take overall responsibility for program operations and assist the Regional Director in preparing reports and communication, documenting the learnings of the Global Sight Initiative (GSI) in the region, as well as sourcing potential collaborations in other complementary sectors (female empowerment, job creation, primary health, poverty). The position requires regular travel to partner hospitals across the country.

 

Key Job Responsibilities:
 

(A) Program Management and Implementation
(1) Develop a structured system and defined procedures to manage the program in an efficient manner;
(2) Provide technical support for program implementation to various GSI Partners in India (comprising more than 50 hospitals across 18 States and UTs); 
(3) Strengthen and promote the GSI network by inculcating collective learning among partners and key stakeholders; 
(4) Provide support in facilitating and monitoring Seva-supported programs/ activities against deliverables as per key program drivers;
(5) Conduct field visits to program sites to understand progress and develop feedback systems with partners to achieve goals;
(6) Identify problems or obstacles that may interfere with program implementation and work with staff and partners to appropriately address such issues.

(B) Monitoring, Evaluation, and Impact Assessment
(1) Strengthen the M&E system to ensure data-driven decision-making;

(2) Track and update key performance indicators and activities to monitor and assure progress toward desired outcomes;
(3) Consolidate, analyze, synthesize, and disseminate key programmatic insights to the team and partners, both monthly and quarterly;
(4) Lead and/or coordinate all assessments, evaluations, and performance evaluation tasks, including planning and reporting on the same.


(C) Reporting, Data Management, and Quantitative Research
(1) Prepare concept notes on important conservation issues related to primary eye health, health policies, and eye hospital management;

(2) Write and contribute to reports, and publications and edit the documents to ensure accuracy;
(3) Draft reports, and conduct literature search, and reviews;
(4) Conduct statistical analyses of data sets and information;
(5) Support the documentation of Information Management and M&E domain processes;
(6) Support the development of coherent and coordinated research activities relating to Seva’s work to enable sharing of best practices and learnings in the development sector;
(7) Produce and help coordinate a wide range of high-quality written outputs for various audiences, including well-targeted and evidenced research papers, blogs, and other outputs.  

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification
(1) Applicants must have Master’s or advanced degree in Public Health/ Management or Economics/ Community Ophthalmology/ Development Studies, or related field;
(2) Bachelor’s degree in Optometry, in combination with a master’s degree, shall be preferred;
(3)
Relevant training and/or certifications in public health.

 

 

 

Experience

(1) Five years of work experience in Public Health Research/ Project Management/ Impact Assessment;
(2) Application and use of SPSS, STATA, or any other statistical packages, PowerBi, or other data visualization platforms, shall be an advantage.


Skills and Competencies

(1) Strong administrative and managerial abilities; 
(2) Knowledge of Microsoft Office (Advanced Excel, PowerPoint, and MS Word);
(3) Data analytical skills, and experience in report writing in English, is essential;
(4) Demonstrated capability of scientific writing is preferred;
(5) Ability to manage multiple and complex tasks;
(6) Ability to thrive under pressure, time constraints and task complexity;
(7) Strong people skills and the ability to foster strong team spirit;
(8) Ability to successfully interface with internal actors, donors, and partners, to resolve program issues;

(9) Excellent interpersonal and communication skills, with the ability to collaborate, develop and maintain strong relationships with other teams;

(10) Comfortable in a representational role, involving speaking on eye health issues with internal and external audiences;
(11) Well-organized and self-motivated with demonstrable writing, management, and creative, problem-solving skills.

 

5. COMPENSATION OFFERED:
The gross compensation for the position is Rs. 10-12 lacs per annum. The offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.

6. LOCATION: The post-holder shall work remotely and may be based in any metro, or principal city of India.
