3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to Program Director, the Senior Specialist – Disaster Risk Management (SS-DRM) leads the Disaster Risk Management and Climate Change Adaptation (CCA) portfolio of ChildFund India at the national level.

S/he shall lead technical vertical focusing on technical and programmatic support to Humanitarian Responses, Organisational Preparedness, Disaster Risk Reduction, and Climate Change Adaptation intervention of ChildFund India and its implementing partners across 14 states of India.

The post holder shall work on strengthening and integrating DRR/ CCA into the program planning and designing. S/he shall support field teams in strengthening the program portfolio through developing new grant proposals for DRR, CCA, and Humanitarian Response and Preparedness. This includes cultivating new relationships, increasing DRR/CCA outreach and networking, capacity building of field teams, and launching humanitarian responses within and outside ChildFund program areas and will be part of the Country Management Team and liaise with ChildFund International Regional Office and International Office for all DRM related actions.

The SS-DRM shall lead the development of the DRR/ CCA vision document for ChildFund India and monitor its implementation and shall be responsible for the implementation of DRR/ CCA strategic interventions enshrined in the newly developed ChildFund India strategy for 2022-26.

Key Job Responsibilities:
 

(1) Remain alert and responsive to any child safeguarding risks, acquire relevant knowledge and skills which will enable you to promote strong safeguarding practices, understand the child safeguarding policy and procedures, and conduct yourself in a manner consistent with the Child Safeguarding Policy;
(2) Support the Program Director with policy planning, representation, and developing a strategy and its rollout for climate change adaptation, disaster risk reduction, disaster preparedness, and emergency response;
(3) Network with other developmental organizations and participate in relevant forums on DRR, CCA, and Emergency Response at the national level, to position ChildFund India as a strong strategic partner;
(4) S/he will be the primary point of contact on emergency response and DRM for the regional/national and other local level Disaster, Emergency, and security structures;
(5) S/he will serve as a subject-matter /technical expert and provide leadership on DRR, CCA, and emergency response interventions, monitoring, and evaluation of the projects;
(6) Coordinate and lead the process for the development of the Emergency Preparedness Plan (EPP), contingency plan, and DRR action plan for ChildFund in India;
(7) Support socialization of the Emergency Response policy and procedures and EPP, including an adaptation of these policies and procedures in the national and regional context;
(8) Coordinate and engage with cross-functional teams on designing and implementing thematic communication materials such as consolidated field program reports, case studies, success stories, and project outcome documents for dissemination, publication, and campaigns;
(9) S/he will be responsible for providing technical inputs to ChildFund and its local partners in adopting globally accepted best practices on CCA/DRR, disasters preparedness, and emergency response on the following:
(a) Develop a systematic plan for capacity building and training of staff, partners, children, communities, and government agencies;
(b) Mainstream DRR into ChildFund India’s operating plans, program design documents, state-level plans, and development programs at all levels;
(c) Alignment of policy and strategy with the Sendai Framework for Disaster Risk Reduction, COP, and related international frameworks;
(d) Development / Strengthening ChildFund India child-centered, child/ youth-led CCA/ DRR approaches;
(e) Lead, design, and support Resilience and Climate Change Adaptation programming as well as work with the support of the KML team to implement Resilience and Climate Adaptation related research, advocacy, and campaigns – in terms of strategic planning, building capacity, and quality delivery;
(f) Provide technical support to the field implementation locations to ensure quality implementation of DRR/ School Safety / CCA programs;
(g) Lead the development program model on climate change adaptation and monitor implementation in line with Country Strategic Plan 2022-26 of ChildFund in India;
(h) Develop technical proposals and budgets and collaborate with the resource mobilization team to raise resources from different sources including institutional donors, CSR, and philanthropic organizations;

(10) Provide leadership in launching and leading Emergency Responses starting from needs assessments till donor reporting and winding up of projects:
(a) Preparing emergency alerts / SitReps and providing inputs to Senior Management Team (SMT) for decision-making to launch any emergency response within and outside ChildFund operational areas;
(b) Develop Emergency Response Plans and budgets and monitoring its implementation through field teams;
(c) Support the Resource Mobilisation team in donor communications and donor interactions;
(d) As a member of the Asia Regional DRM Network, be ready for deployment to any of the Asian countries in case of emergency response;
(e) Contribute to international office/regional office technical discussions/processes pertaining to Humanitarian Response, DRR, and CCA.

4. QUALIFICATIONS, EXPERIENCE, AND COMPETENCIES:

Qualification and Experience

(1) Applicants must have a master’s degree in Disaster Management / Social Science / Development Studies from a reputed institution;
(2) Applicants must have five to eight years of experience working with INGOs, international donors, and donor institutions, on community-based DRR/ CCA and leading humanitarian responses at the national level;
(3) A good understanding and commitment to development work, especially Child entered community-based DRR / CCA concepts, approaches, and processes;
(4) Strong knowledge of Disaster Risk Reduction, Disaster Management, and Climate Change Adaptation;
(5) Sound knowledge, understanding, and commitment to International Standards of Relief work such as SPHERE Standards, the Red Cross Code of Conduct, Core Humanitarian Standards, and DRR - CCA Frameworks such as Sendai Framework, UNISDR platforms, COP, etc;
(6) In-depth knowledge of Indian institutional and socio-political context, including governance, education, and other systems shall be an advantage;
(7) Experience in facilitating and organizing, workshops, seminars, conferences, etc.

5. COMPENSATION OFFERED:

Gross compensation budgeted for the position is attractive and ranges from Rs. 13 to 15 lacs per annum. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.
