2. ORGANIZATION BACKGROUND:

Founded in 2013, Evidence Action is a global, non-profit organization operating in seven countries in Africa and Asia, that aims to be a world leader in scaling evidence-based and cost-effective programs, to reduce the burden of poverty for hundreds of millions of people living in the poorest places on earth.

Deworm the World Initiative” and “Dispensers for Safe Water” are the two flagship programmes of Evidence Action. Last year Deworm the World reached 280 million people with deworming medications, partnering with governments to launch, scale, and sustain mass school-based deworming programs. Meanwhile, Dispensers for Safe Water provided four million people across rural Africa with clean water, saving thousands of young lives. The approach relies on an innovative and human-centric design to deliver clean water at source.

In addition to running these scaled programs, Evidence Action leverages its unique “Accelerator” to develop the next generation of programs. These programs are rigorously tested to ensure exceptional scale, cost-effectiveness, and clear evidence of impact.

In 2019, Evidence Action launched an ambitious new strategy, with the goal of doubling impact over the next five years, with much of that impact coming from new programs identified and scaled through the Accelerator.

In India, Evidence Action’s technical service provider EAII Advisors Private Limited, provides technical assistance to national and selected state governments’ Ministries of Health, Education, and Women and Child Development, to implement the school and Anganwadi based National Deworming Day (NDD) and Iron and Folic Acid (IFA) supplementation programs, to improve children’s health, education, and long-term development. In the long term EAII Advisors aims to expand to provide technical support to more state governments and on other public health and nutrition issues too.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to Director-Finance & Operations, the Senior Manager- Finance (SMF) will have primary responsibility for implementing and maintaining internal systems related to Finance & Accounts and will lead accounting practices for India Program, including overseeing all day-to-day aspects of financial management. The SMF shall also be ensuring all accounting transactions are correctly recorded, the books are closed monthly, ensure allocation of indirect costs, preparation of complete financial statements, statutory and legal compliance, and the supervision and managing team as identified.

S/he will also coordinate with the leadership team to manage/ monitor the organization’s financial management system, reporting to stakeholders and ensuring robust internal financial control system.
 

The SMF as part of the finance team at Delhi and will work with other team at the Delhi Office and state office and will also work closely with other teams for appropriate functions.

The SMF must share organization’s values, demonstrate commitment to its mission, and be passionate about achieving organizational goals. The SMF will be required to travel to state programs for about 10% of time.

Key Job Responsibilities:

Financial Management and Accounting

(1) Ensure that adequate financial systems, budgets and procedures are in place at all India offices that provide accurate reporting and allocating of all funds and expenditures;
(2) Develop and maintain polices and controls for financial functions in India. Ensure adequate financial controls are installed and that substantiating documentation and approvals are available such that all financial transactions may pass statutory, independent and government audits;
(3) Implement continuous financial audit and internal control systems to monitor performance, flow of funds, and adherence to expenditures within allocated budgets in coordination with the Operations and Grants Manager;
(4) Develop and maintain systems of internal controls to safeguard financial, physical and intangible assets of the organization;
(5) Lead and coordinate in various audit activities ensuring all regulatory and compliance are in place, and the preparation of the annual financial statements is in accordance with India and international accounting standards;
(6) Maintain and manage banking relationship, ensuring adequate cash flow for smooth operations;
(7) Ensure completeness, accuracy and timeliness in financial tracking and payment while coordinating with Grants and Operations team for vendor management;
(8) Prepare monthly, quarterly, and annual financial reports including account balances, cash flow and cash request statements, and additional periodic financial reports as required;
(9) Supervise and guide finance and administrative person at all office locations in India to ensure financial entries are complete and correct; Institute a quality control system to verify accuracy and ensure appropriate record keeping;
(10) Assist Senior Leadership Team and other members in preparing annual and quarterly budgets and plans as well as measurable goals for the financial health of the organization;
(11) Ensure compliance with direct tax laws applicable including preparation and computation of corporate advance tax, withholding taxes and other statutory levies in accordance with rules and regulations framed thereunder, and any other taxation issues;

(12) Process monthly payroll to employees, fee to consultants and maintain record and documentation for verification at any time;
(13) Finalization of account and liaise with auditor for annual statutory audit or any other audit including responding to audit queries;
(14) Ensure timely and accurate filing of return to Income Tax Department, GST Department, PF department, ROC and any other statute body;
(15) Ensure all accounts, including but not limited to, cash accounts, bank accounts, accounts receivables and accounts payable are reconciled on a monthly basis;
(16) Ensure timely and accurate data entry in accounting software by team;
(17) Any other task as assigned by the management as appropriate;

(18) Focus on quality improvements automation of existing processes and optimization of systems capacity;
(19) Develop and ensure implementation of standards for file management (electronic and hard copy);
(20) Anticipate and plan contingencies for emergencies that may affect field operations;
(21) Create and contribute to work environment and culture that fosters respect, teamwork, innovation, cooperation and open communication;
(22) Support Director-Finance and Operations and peers in developing an integrated team building awareness of cross department objective;
(23) Coordinate and manage activities of appointed auditors ensuring all regulatory and compliance issues are met, and the preparation of annual financial statements is in accordance with India and International accounting standards;
(24) Work with team members to ensure program success through cost analysis support, and compliance with all contractual and program requirements. This include;
(a) Interpreting legislature rules and regulations to ensure compliance with all government (include state, local) and donor contractual guidelines;
(b) Ensure that these are disseminated to appropriate personnel and;
(c) Monitoring compliance.

(25) Support grants team in budget tracking including the development of cash flow estimates in line with donor requirements as applicable in consultation and coordination with department leads.

4. QUALIFICATIONS, EXPERIENCE, AND COMPETENCIES:

Qualification

(1) Applicants must be qualified Chartered Accountants;

Experience
(1) Minimum nine years of financial management experience, with at least three years at a mid-management level, with non-profit sector;
(2) Minimum five years’ experience supervising and mentoring teams in large organization;
(3)
Thorough knowledge and understanding of new developments on accounting & taxation field such as Goods and Services Tax, Income Computation and Disclosure Standards and related reporting requirements and implications;

(4) Compete knowledge and ensure compliance with The Companies Act. 2013, Goods and Services Tax, Income Tax Act, Provident Fund and Miscellaneous Act 1952, Professional Tax Act, FCRA and any other applicable laws.
 

Skills and Competencies

(1) Proficiency in MS Office suite, financial software applications and reporting packages;
Knowledge of international organization’s Financial Management systems, regulation and reporting requirements;
(2) Familiarity and working knowledge of Electronic Data Management (EDM) system for routing and processing of all contractual documents;
(3) Excellent interpersonal skills with the ability to work well in a team environment. Ability to develop and maintain a good working relationship internally and externally;
(4) High-level of professionalism and confidentiality with integrity and ethics;
(5) Ability to work with auditors and feed information to meet the requirements of statutory audit, tax audit and internal audit;

(6) Ability to work independently and exercise independent judgement;
(7) Ability to work in a fast-paced team environment with multiple projects/tasks, and competing deadlines;
(8) Excellent verbal and written communication skill.
(9) Demonstrated high-level skills in planning, organizing and managing multiple tasks;
(10) Strong decision making skills and results-oriented approach;
(11) Strong Analytical skills – convert raw data into insightful analysis presented via graphic visualization;
(12) A high degree of professionalism, confidence and flexibility that allows the incumbent to work collaboratively and effectively with colleagues across backgrounds;
