Our client is a respected global non-profit organization working in the field of public health.

3. JOB DESCRIPTION/ RESPONSIBILITIES:


India is experiencing a rapid health transition with a rising burden of Non-Communicable Diseases (NCDs). Cardiovascular diseases, cancer, chronic respiratory diseases, diabetes, etc. are estimated to account for around 60% of all deaths in the country. To address the high burden of mortality due to NCDs, the Government of India has adopted the UN SDG 3.4 which aims to reduce premature mortality due to NCDs by one third by 2030.

 

To prevent and control major NCDs, the National Programme for Prevention and Control of NCDs is being implemented across the country, focusing on strengthening infrastructure, human resources, health promotion, early diagnosis, management, and referral.
 

A leading developmental organization seeks to appoint a Technical Advisor on NCDs and Health System Strengthening (HSS) to support the national NCD goals.

Key Job Responsibilities: 

(1) Provide technical and programmatic assistance in the design and implementation of HSS activities in the field of NCDs, including services integration at health and wellness centres, capacity-building, planning and implementation processes, health information systems and strengthening supervision and mentorship of service providers and supervisors;
(2) Support strengthening of comprehensive primary health care in delivery of NCD services integrated with other national priorities like HIV/AIDS, RMNCHA+, nutrition, and tuberculosis, based on evidence-based standards;
(3) Support project activities including trainings, on-site coaching and workshop planning to ensure smooth implementation;
(4) Assist in planning and monitoring uninterrupted availability of NCD drugs at the service delivery points and strengthening of overall drug procurement and supply chain systems;
(5) Work with project teams to establish systems for tracking progress, indicators and deliverables according to agreed work-plans to ensure partner and donor requirements are met;
(6) Conduct supportive supervision visits to project sites and monitor program implementation to improve the quality of care;
(7) Support rapid cycle process improvements and institutionalisation of quality improvement strategies in the supported projects and programs;
(8) Design innovative solutions and support the team in new portfolio development;
(9) Prepare technical presentations, programme reports, and policy briefs using data analytics to support organisational leadership with decision making;
(10) Collaborate with other team members and partners for acceleration, optimisation, and effective implementation of the projects and programs;
(11) Explore private sector engagement for strengthening NCD services;
(12) Any other technical assistance activities assigned by the organisation.

 

4. QUALIFICATIONS, EXPERIENCE, AND COMPETENCIES:

Qualification:

Applicants must have MBBS and/ or Post Graduate Degree in Public Health or equivalent.
 

Experience:
(1) Minimum seven years of professional experience in public health programming, including at least three years of working with national/ state governments;
(2) Prior experience in Non-communicable Diseases and Health System Strengthening is desirable;
(3) Prior work experience with State and National government especially with NHM and in-depth understanding of national public health programs and HSS initiatives.
(4) Experience in providing technical assistance related to strengthening institutional and individual capacity in health systems, across all levels;
(5) Demonstrated experience writing technical reports and proposals, policy briefs, and publications, including the development of compelling presentations with the ability to translate technical content and results in formats suitable for various audiences.


Skills and Competencies:

(1) Demonstrated ability to design, implement and drive change in large program settings;
(2) Strong collaboration skills and ability to work across diverse teams;

(3) Excellent skills in oral and written communication;
(4)
Excellent knowledge of Microsoft Office Applications Suite;
(5) Languages: Strong command of English is required, and familiarity with regional Indian languages is an advantage


5. COMPENSATION OFFERED:


The gross compensation for the position is attractive. The offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.

 

6. APPOINTMENT: This is a two-year fixed-term employment (with further extension based on project requirements).
 

7. LOCATION: New Delhi

 

8. MODE OF WORKING: Remote

 

9. Travel: The position requires extensive travel (approximately 8 - 10 days in a month) to the project sites.
