3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

The Facility Manager (FM) shall be responsible for overseeing and managing all aspects of the facility operations within a healthcare setting to provide an efficient and safe working environment for employees and their activities by using best business practices to manage resources, services and processes to meet the needs of the institute.

 

S/he shall also be responsible for managing maintenance, safety, security, waste management, food services, laundry and linen and environmental services to ensure a safe, comfortable, and efficient environment for patients, staff, and visitors.

 

The incumbent shall also ensure plan, organize and direct support services in accordance with established objectives and policies to ensure adequate control towards realization of Health care philosophy.

 

Key Job Responsibilities:
 

(1) Ensure efficient and effective healthcare operations working towards established, policies, objectives and targets;

(2) Advice COO/ Medical Director/ Clinical Admin/ Clinical Head/ any other relevant management head, on modifying the institute’s policies from time to time in order to keep up with the dynamic healthcare legal, compliances and support services market;

(3) Ensure that healthcare institute is in compliance with all the rules and regulations framed by the authorities who are the regulating, accrediting and affiliating bodies;

(4) Recommend the need for re-organization of services to ensure smooth workflow, if and when needed expansion plans, with respect to both the physical infrastructure and the span of services to the relevant authorities.

(5) Monitor departments which comes under the supervision of the Head of Facilities – Housekeeping across the built-up facility, HK consumables, Washroom hygiene, Kitchen, Canteen, Grocery consumables, Outsourced laundry management, Linen stock, reordering & storage, Garden & landscape, STP treatment, Civil work as needed for maintenance & upkeep of the premise, pest control services,

(6) Participate in departmental resource allocation, in the relevant fields including human resources and material, and ensure that there exist no shortages or discrepancies that could hamper efficient facility operations;

(7) Develop and implement a facility management program including a calendar of preventative maintenance and life-cycle requirements;

(8) Conduct and document regular facilities inspections;

(9) Ensure that there are regular periodical executive reports from each department under his/her control to monitor their activity;

(10) Periodical meeting of all the department heads to provide a clear base for discussion of all their grievances.

(11) Ensure complete inter-departmental coordination.

(12) Delegation of authority with the appropriate responsibility and accountability to the staff as per their work descriptions.

(13) Maintain a working relationship with other healthcare/ palliative care providers to enable, quick and easy access of required services;

(14) Prepare and ensure the implementation of standard operating procedures of the entire department which comes under his/ her direct control;

(15) Handle day-to-day activities related to healthcare facility maintenance;

(16) Conduct and document regular facilities inspections and resolve the issues internally with related staff/ department and escalate matter of concerns as relevant;

(17) Approving authority of the store, inventory, Pos and related purchases etc. and therefore ensure the optimum utilization of resources.

(18) Supervise the operations, utilization and maintenance of electricity, water, air conditioners, equipment in support services etc. and ensure optimum upkeep and utilization;

(19) Analyze daily report for outstanding cases in support services and maintenance and take necessary action;

(20) To take part and lead all support services and maintenance related activities with accreditation, statutory and legal bodies;

(21) Participate in the CQI (Continuous Quality Improvement) process at the center. Attend all meetings, initiate regular action on Patient Feedbacks in terms of RCA (Root Cause Analysis) and CAPA (Corrective Action Preventive Action).

(22) Ensure all patients queries regarding facilities management are heard to and appropriate action taken.

(23) Perform all activity bridging the technical skills with required managerial and administrative aspirations.

(24) Working along with the housekeeping, food services and linen staff / contractual heads / supervisors to ensure that the patients receive premium level hygienic environment to ensure quick recovery;

(25) Ensure that the Infection Control practices are carried out as per international standards.

(26) Prepare and track facility maintenance budget;

(27) Lead and oversee ‘Need Assessment’ of service, contract, equipment, materials, linen, departments etc. to calculate and compare costs for goods and / services to maximize cost-effectiveness;

(28) Obtain quotes and tenders from vendors and supplier.

(29) Negotiate contracts to optimize delivery and cost saving in co-ordination with corporate procurement;

(30) Co-ordinate and monitor activities of contract suppliers;

(31) Manage contractor/ contracts and vendor relationships. Review service contracts to ensure facility management needs are being met;

(32) Ensure delivery schedules, quantity and quality criteria are met and check completed work by contractors and vendors;

(33) Verify payment and invoicing match contract pricing and sign off;

(34) Develop and implement cost reduction initiatives;

(35) Advise on and monitor energy efficiency;

(36) Oversee environmental health and safety;

(37) Assure security of the facility and Disaster Management;

(38) Respond to facility and equipment alarms and system failures;

(39) Provide prompt response to requests and issues from facility occupants;


4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification

 

(1) Applicants must have bachelor’s degree in Facilities Management, Facilities Engineering or related qualification such as project management, business management or construction management; OR

(2) MBA/ MHA / Engineering Graduates with PG Diploma in Facilities management.

Experience

 

Minimum 8 to 10 years of experience in managing facilities in the health care industry.

(2) Must be able to analyze the information and present in executive reports;

Temperaments

(10) Organizational ability to monitor all operational, resource allocation, and policy modification, for and with all the related departments of the healthcare.

(12) Ability to evaluate reports and other information put forth against both judgmental and verifiable criteria.

(13) Ability to correlate the policies, goals and regulations to the practical operations of the healthcare institute.

(14) Flexibility in operations and functioning.
 

Physical Demands and Working Conditions:

(15) Sedentary and moving work that would require taking regular and ad-hoc rounds of the healthcare institute. Traveling to visit and coordinate with various bodies within and outside of the city;

(16) Handle of office equipment, like computers, telephones etc.

(17) Hours of work are very irregular and availability for emergencies etc. is 24 X 7.

5. COMPENSATION OFFERED:

 

The consolidated remuneration for the position ranges between Rs. 10 to 12 lacs per annum and will be commensurate with the qualification and experience of the candidate.
