Consultant – Finance
National Health Authority
Professional Programme for Health Protection, New Delhi

 

1. POSITIONS VACANT: Consultant – Finance, National Health Authority, Professional Programme for Health Protection, New Delhi 
 

2. ORGANIZATION BACKGROUND: 
 

MoHFW has set up National Health Authority (NHA) to manage Pradhan Mantri – Jan Arogya Yojana (PM-JAY)and at the state level it will be implemented by State Health Agencies (SHAs), set up for this purpose. In order to enhance the capacities of the state implementing agencies to manage PM-JAY, MoHFW/ NHA in partnership with GIZ, has initiated the ‘Professional Programme for Health Protection’. The Programme will select, train and mentor consultants to be placed in the State Governments and the NHA to support the implementation of PM-JAY.

As part of this Professional Programme it is proposed to hire a consultant who will support the NHA in New Delhi in all the financial matters relating to administration of NHA. The Consultant will be part of NHA finance division. 

Objective of the Assignment:

The objective of the assignment is to support the NHA in implementing PM-JAY.  The Consultant shall be part of finance division and support the strengthening of institutional structures for PM-JAY at the national level.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The Consultant Finance (CON-FIN) will support the NHA in all the financial matters related to PM-JAY. This includes but is not limited to understanding of financial matters, administrative procedures, e-office etc.


Key Responsibilities:

(1) Make himself/ herself thoroughly familiar with the processes, inputs and outputs of PM-JAY. To acquire an in-depth understanding of all financial matters relating to administration of NHA;
(2) Gather historical financial data, expenditure reports, revenue projections, and any relevant information related to the department's operations and present to the competent authorities as and when required;
(3) Scrutinizing and releasing grants as and when required to the states;
(4) Monitoring of utilization of grants and formulation revise budgeting etc.;
(5) Collaborate with department heads to create a detailed budget proposal and submit it to the authorities for their review and input;
(6) Ensure that the budget aligns with legal and regulatory requirements for government spending, transparency, and accountability;
(7) On a daily basis to ensure finance-related issues are identified and resolved within established SLAs;
(8) Any other related financial matters as assigned time to time by the senior officers;
(9) Preparation of reports etc. as per the need of the NHA and GIZ

 

4. QUALIFICATION, SKILLS AND EXPERIENCE: 
     
Qualifications:

(1) Applicant must have bachelor degree in commerce from a recognized institute/ university.
(2) Applicants with CA Inter shall be preferred.

Experience:

(1) At least 15 years of post-qualification relevant professional experience in finance related work;
(2) Familiarity with the specific procedures, protocols, and regulations followed in government offices;
(3) Strong Knowledge of Establishment and Administration and procedures having financial background would be essential;
(4) Experience of having worked in Establishment, Personnel, Finance and Administration Division of a GOI Ministry/Department would be an advantage;
(5) Applicants would be well versed with e-office and should be conversant with MS office (Word and Excel).

Skills and Competencies:

(1) Excellent communication and inter personnel skills, sound comprehension, and analytical skills;
(2) Ability to work independently when required;
(3) Excellent oral and written communication skills in English and Hindi;
(4) Demonstrated ability to work in a multi-disciplinary team

The successful candidate shall be issued a consultancy contract from the date of joining till September 30, 2023.
