About Project:

Central Tuberculosis Division (CTD), Ministry of Health & Family Welfare (MoHFW), Government of India (GoI) is implementing the “Program Towards Elimination of Tuberculosis” funded by “International Bank for Reconstruction and Development” (IBRD), The World Bank to improve the coverage and quality of Tuberculosis control interventions in the private and public sector in nine targeted states of India.

To strengthen this initiative and intensify private sector engagement, establishment of National Technical Support Unit (NTSU) and State Technical support Units (STSUs) in 9 (nine) priority States has been considered as a key action point under institutional framework under NTEP. SAMS was awarded the responsibility of establishing the STSU in Maharashtra. The STSU for Maharashtra was established at State headquarters and functions with active support, supervision and monitoring from NTSU.

SAMS is currently hiring an Inter Sectoral Engagement Expert on a Full-Time Engagement basis for the STSU- Maharashtra to support implementation of National Tuberculosis Elimination Program with Central TB Division based out of Maharashtra.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Under the overall guidance and direction of Team Lead, STSU-Maharashtra, the Inter Sectoral Engagement Expert shall execute the following responsibilities:

Key Deliverables:

(1) Provide technical support to State TB Cell for development of evidence-based policies, guidelines, and schemes on multi-sectoral engagement for TB elimination;
(2) Promote the use of Standards for TB Care in India (STCI) and assist in the development of additional tools and enablers for effective implementation of STCI in healthcare settings under different Ministries;
(3) Facilitate close coordination of State TB Cell with different Ministries and corporate sectors outside the health department;
(4) Provide technical assistance for developing training material for capacity building of staff and officers in the different Ministries;
(5) Provide technical assistance to State TB Cell in supervision, monitoring and evaluation of projects with and through corporate sector for TB elimination;
(6) Capacity building of state programme managers and PPM coordinators, preparing, implementing projects and resource mobilization through Corporate Sector Responsibilities;
(7) Provide technical support, oversight and monitoring of financial management of resources available from corporate sector or other stakeholders;
(8) Coordinate with partnering agencies and organizations involved in corporate sector engagement and inter-Ministerial collaboration;
(9) Provide a monthly report and an end-of-assignment report in the prescribed formats on activities, achievements, challenges and recommendations;
(10) Ensure optimum output/outcome at district/state level from the Ministries/Departments engaged with NTEP;
(11) Support the state in proposal writing to get projects from corporates/PSUs under CSR funding;
(12) Perform other duties as required by State TB Cell in the interests of the programme.
 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES: 


Qualifications:

Post Graduate Degree in Community Medicine/ Preventive & Social Medicine/ Community Health Administration/ Public Health/PGDHM (2 Yrs. Full Time-AICTE approved) / Business Management/ Life Sciences/ Social Sciences, or related subject, from a recognized university/ Institute.

Experience:

(1) A minimum of +5 years of experience in public health programmes/ projects;
(2) Prior experience of enabling Public Private Partnerships with government public health programmes, in coordination with MoHFW, and/or State Health Departments, is essential.


Skills and Competencies:

(1) Proven ability to communicate clearly
(2) Ability to work effectively in a team
(3) Critical thinking and problem-solving skills
(4) Excellent analytical and communication skills are essential
(5) Strong collaboration skills and ability to work in cross functional teams
(6) Excellent oral and written communication skills in English and working knowledge of Marathi is mandatory.
(7) Ability to work independently on complex projects and proactively manage projects with minimal supervision
(8) Willingness to be based in Maharashtra and travel extensively (12-15 days/month) as per the requirement of the project
(9) Ability to make effective use of resources and comparative advantage to strengthen programs and partnerships
(10) Ability to identify problems, propose solutions and take immediate corrective measures.

 

5. COMPENSATION OFFERED:

The remuneration will be decided based on the last drawn salary, experience, and calibre of the candidate. Remuneration is subject to withholding Taxes, as applicable.

6. NATURE OF ENGAGEMENT: The selected candidate shall be appointed as Consultant for fixed term assignment with Strategic Alliance Management Services Pvt. Ltd. (SAMS). The contract shall be valid for a period of one year from the date of appointment and is renewable based on approval from Principal and candidate’s performance.
