2. ORGANIZATION BACKGROUND:
The Government of India has launched a digital mission with the aim of establishing essential digital infrastructure to support various sectors, including the healthcare system in the country. This initiative seeks to create the necessary foundation to facilitate the integration of digital health infrastructure nationwide, thereby bridging gaps among different stakeholders within the healthcare ecosystem through digital networks.
Furthermore, the digital applications and platforms being developed will not only enable individuals but also third-party entities, agencies, and groups to access citizen-centric services in alignment with India's broader digital mission. This expansion opens up opportunities for innovative solutions and public assistance initiatives, thereby improving the effective utilization of government programs. The ultimate goal is to strengthen and establish systems that ensure the seamless operation of these programs across the institutional framework.
To this end, an international development agency is in search of a consultant capable of supporting the organization in crafting a digital health strategy, evaluating existing healthcare platforms, comprehending intricate details, and proposing innovative solutions to address the challenges at hand.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
As the Consultant Digital Health, s/he will support the agency in planning and implementing digital health mission as per the government health initiative. S/he will work closely with cross-functional teams to drive innovation and leverage technology to address complex healthcare challenges. Major tasks and responsibilities will comprise amongst others:
(1) Development of Digital Health Strategy: Develop and execute digital health strategies that align with organizational objectives, ensuring compliance with regulatory requirements;
(2) Examine and assess available platforms and applications that can be adapted and deployed to enhance the implementation of government health programs. Gain a comprehensive understanding of their design and architecture;
(3) Provide innovative ideas and recommendations for developing app or web-based online solutions aimed at improving the scheme's adaptability and outreach;
(4) Collaborate in the development of online or mobile solutions aimed at increasing productivity and improving work quality for stakeholders involved in the system, both at the national and state levels;
(5) Stay updated on industry trends and emerging technologies, conducting research to propose innovative solutions that can improve healthcare delivery and expand program reach at both national and state levels;
(6) Demonstrate a comprehensive understanding of tools, software solutions, and relevant cybersecurity laws when designing online or mobile solutions. This includes expertise in UI/UX (User Interface/User Experience), LOINC, Snomed CT, PDP Bill (Personal Data Protection Bill), Data Protection Laws, etc.;
(7) Broaders understanding of data analytics tools and techniques to extract actionable insights from healthcare data;
(8) Develop documents related to digital health tools and best practices, making them accessible to enhance the scheme's adaptability. Additionally, provide training and educational support to healthcare professionals and staff regarding digital health tools and best practices;
(9) Work closely with government and development partners for technical assistance during implementation as and when required;
(10) Vendor Management: Manage relationships with digital health vendors, including contract negotiations, performance evaluations, and ensuring that service level agreements are met.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification
Graduate (B.Tech.) MBA / M.Tech/ MPH /MPA from a reputed institute will be preferred.
Experience:
(1) Minimum of 7-10 years of professional experience across digital, consulting, public sector, and development sector;
(2) Relevant prior experience in the Digital Health domain would be essential;
(3) Proven experience in healthcare IT, digital health, or health informatics;
(4) Strong understanding of healthcare regulations and compliance, especially regarding data security and privacy (e.g., HIPAA);
(5) Experience of working with national / state-level government health department is desirable.
Skills and Competencies
(1) Proven ability to multi-task and collaborate work effectively with senior staff, colleagues, donors, partner organizations, stakeholders, local institutions, and others at all levels;
(2) Excellent command over MS Office applications, especially MS Word, MS Excel, and MS PowerPoint;
(3) Excellent communication and inter-personnel skills, sound comprehension, and analytical skills;
(4) Ability to work independently when required;
(5) Excellent oral and written communication skills in English and Hindi.
5. COMPENSATION OFFERED:
The offer made to the selected candidate shall be commensurate with qualifications,
experience, and salary history.
6. CONTRACT TYPE AND PERIOD:
The post-holder shall be engaged on a consultancy contract, till February 29, 2024, extendable thereafter, on the basis of performance.
