Consultant – Technical Support
National Health Authority, New Delhi

 

1. POSITIONS VACANT: Consultant – Technical Support, National Health Authority, New Delhi
 

2. ORGANIZATION BACKGROUND: 
 

The Ministry of Health and Family Welfare (MoHFW) has set up the National Health Authority (NHA) to manage the Pradhan Mantri – Jan Arogya Yojana (PM-JAY) at the national level. At the state level, implementation of PM-JAY is being facilitated by multiple State Health Agencies (SHAs), that have been especially established for the purpose. 
 

MoHFW/ NHA has initiated the ‘Professional Programme for Health Protection,’ in partnership with GIZ, to enhance the capacities of the different implementing agencies that are helping manage PM-JAY. The programme is helping select, train and mentor consultants, who shall be placed at the NHA and/or different SHAs, to support the implementation of PM-JAY.  

GIZ-IGUHC along with the State Health Agency of Jammu and Kashmir has successfully developed a Supportive and Facilitative Tool DIU-SATHI Application. This app has been meticulously crafted to meet the distinct requirements of the DIUs within the Union Territory of J&K. The comprehensive app encompasses a range of functionalities, including modules for hospital visits, monthly reporting, grievance redressal, claim audit, fraud analysis, and attendance.

In this regard, project seeks to hire a consultant for providing technical and hand holding support to the DIUs. Additionally, consultant will update the application as per the request receive from SHA and NHA.

3. JOB DESCRIPTION/ RESPONSIBILITIES: 
 

The consultant shall providing necessary support as per the project requests. A preliminary list of potential changes and support requirements is listed. It's important to note that this list represents only a subset of the changes we anticipate, and the actual change requests may vary as the project progresses.

Specific roles and responsibilities will include the following:
 
(1) Changes in the empanelled hospitals, given that empanelment and de-empanelment is a continuous process under PM-JAY.
(2) Changes in respect to the team details;
(3) Introduction of new checklists and modules to adapt to the evolving nature of the PM-JAY scheme and changing roles of DIUs;
(4) Customization in the existing module (addition/deletion/ revision of questions)
(5) Creation and customization of additional user logins
(6) Incorporation of new functionalities, for instance, geotagging of photos, OTP/Aadhar-based authentication, and file uploads/downloads;
(7) Continuous technical support;
(8) Training and capacity building of the new team member;
(9) Session for the DIU in another state to explain the functionality of the application
(10) Support needed for the application's launch during NHA's flagship event, State Arogya Manthan, etc.;
(11) Refresher training;
(12) Change in the UI/UX;
(13) Dashboard customization and upgradation;
(14) Customization of the new logins.

Develop Dynamic Dashboard
(1) Expert shall develop a dynamic dashboard for performance review, analytics, and business intelligence purpose.;
(2) The indicators and views of each indicator will be decided by the SHA/ District CMO and GIZ;
(3) Role-based access to reports of DIU visits, monthly reports, and other sections will be provided to the stakeholders such as SHA officials, CMOs, DIUs;
(4) Dashboard views will include interactive graphics. Further, the MIS reports will be generated and downloaded in EXL and PDF formats at various levels;
(5) The admin shall be able to enable or disable access of the dashboard to other users.
 

Develop Report
(1) The automated reports shall be developed and will be divided into 5 sections.
(2) DIU Hospital Visit Checklist reports
(3) Monthly Checklist reports
(4) ABDM status reports
(5) SAFU
(6) Grievance closure reports;
(7) These reports will be generated through the data entered in the database from the application interface by end users.

 

(11) Seek regular feedback and incorporate NHAs and the project team’s input
(12) Conduct thorough testing of the app on the ground level with all stakeholders and incorporate all necessary inputs;
(13) In addition, the list of DIU nodal along with mobile numbers, email id and designation shall be uploaded at the backend;
(14) The Training will be provided to the master trainer of GIZ/SHA during the handover of the application;
(15) Training material including the User manual and videos will be shared at the time of the module is signed off;
(16) Do all the necessary edits as per the change requests;
(17) Provide all th enecessary support for the digital solutions and project undertaken by IGUHC.

 

4. QUALIFICATION, SKILLS AND EXPERIENCE: 
     
Qualifications:

(1) B. E./ B. Tech / M.C.A. from a recognized institute/university; OR Diploma/degree in Computer science/application from a recognized institute.


Experience:
(1) Minimum two years of experience in developing mobile applications
(2) Expert in Salesforce CRM Analysis, administration, and development;



Skills and Competencies:

(1) Good working knowledge of integration of SFDC with other systems, salesforce commerce cloud (demand ware), Html, CSS, javascript, and Agile development.
(2) Ability to coordinate and cultivate relationships across the social impact ecosystem.
(3) Demonstrated fluency with English speaking and writing skills.

The offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.

 

8. NATURE OF ENGAGEMENT: 
 

The Consultant shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

 

9. CONTRACT TYPE AND PERIOD: 
 

The post-holder shall be engaged on a consultancy contract till February 29, 2024, extendable thereafter, on the basis of performance.
