Consultant for Health Benefit Packages
National Health Authority, New Delhi
 

1. POSITIONS VACANT: Consultant for Health Benefit Packages, National Health Authority, New Delhi
 

2. ORGANIZATION BACKGROUND: 
 

The Ministry of Health and Family Welfare (MoHFW) has set up the National Health Authority (NHA) to manage the Pradhan Mantri – Jan Arogya Yojana (PM-JAY) at the national level. At the state level, implementation of PM-JAY is being facilitated by multiple State Health Agencies (SHAs), that have been especially established for the purpose.  

MoHFW/ NHA has initiated the ‘Professional Programme for Health Protection,’ in partnership with GIZ, to enhance the capacities of the different implementing agencies that are helping manage PM-JAY. The programme is helping select, train and mentor consultants, who shall be placed at the NHA and/or different SHAs, to support the implementation of PM-JAY.  

As part of this program, NHA is seeking a consultant to support PMJAY in aspects related to develop Standard Treatment Guidelines, support in IT integration, analysing and evaluation of the trends etc.


3. JOB DESCRIPTION/ RESPONSIBILITIES:  

The Consultant for Health Benefit Packages will be responsible for supporting the development and execution of STGs, integration of these STGs, and capacity building of personnel working on these, in alignment with NHA principles and guidelines. The consultant role will involve supporting NHA team in various activities mentioned above related to PM-JAY, including but not limited to the following tasks and responsibilities.

Specific roles and responsibilities will include the following:
 
(1) Adoption and implementation of standard treatment workflows;
(2) Responsible for the development of STGs and liaison with the expert committees for inputs to finalize treatment guidelines for covered packages;
(3) Prepare IT integration document of Standard Treatment guidelines for implementation in the transaction management system;
(4) Conduct workshops and training activities for states for awareness and implementation of STGs;
(5) Perform data analysis and assess evaluation trends on utilization of STGs;
(6) Undertake routine operational tasks to ensure seamless working of medical cell;
(7) Update the expert database in the division records;
(8) Ensure experts are provided timely remuneration for the task performed;
(9) Any other tasks as may be deemed necessary for the attainment of program objectives, and as advised by NHA officers;
(10) Preparation of reports etc. as per the need of the NHA and GIZ
 

4. QUALIFICATION, SKILLS AND EXPERIENCE: 
     
Qualifications:

(1) Medical Graduate with MHA / MBA (Hospital & Health Management) / PGHHM.


Experience:
(1) Minimum eight years of post-qualification relevant professional experience in hospital and health-related work with experience in developing Standard treatment guidelines
(2) Experience in conducting training programmes and training needs assessments;

(3) Understanding of PMJAY scheme, healthcare policies, regulations, and health packages is an added advantage;
(4) Proficiency in relevant software tools, databases, and information systems used in healthcare can be an advantage.

Skills and Competencies:
(1) Excellent communication and inter-personnel skills, sound comprehension, and analytical skills
(2) Knowledge about PM-JAY/RSBY and other government-funded health insurance programmes in India;
(3) Working knowledge of the standard treatment workflow, guidelines, regulations, and techniques;
(4) Ability to communicate with people outside the organization, representing the organization to, the public, government, and other external sources;
(5) Ability to think creatively and intuitively;
(6) Ability to work independently when required;
(7) Excellent oral and written communication skills in English and Hindi;
(8) Demonstrated ability to work in a multi-disciplinary team.

7. COMPENSATION OFFERED: 
 

The offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.

 

8. NATURE OF ENGAGEMENT: 
 

The Consultant shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

 

9. CONTRACT TYPE AND PERIOD: 
 

The post-holder shall be engaged on a consultancy contract till February 29, 2024, extendable thereafter, on the basis of performance.
