2. BACKGROUND:
About SAMS:

About Project:
Central Tuberculosis Division (CTD), Ministry of Health & Family Welfare (MoHFW), Government of India (GoI) is implementing “Program Towards Elimination of Tuberculosis” funded by “International Bank for Reconstruction and Development” (IBRD), The World Bank to improve the coverage and quality of Tuberculosis control interventions in the private and public sector in nine targeted states of India.
In order to strengthen this initiative and intensify private sector engagement, establishment of National Technical Support Unit (NTSU) and State Technical support Units (STSUs) in 9 (nine) priority States has been considered as a key action point under institutional framework under NTEP. SAMS was awarded the responsibility of establishing the STSU in Maharashtra. The STSU for Maharashtra is established at State headquarter and functions with active support, supervision and monitoring from the NTSU.
SAMS is hiring a Capacity Building Expert on a Full-Time Engagement basis for the STSU- Maharashtra to support implementation of National Tuberculosis Elimination Program with Central TB Division based out of Maharashtra.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
Under the overall guidance and direction of Team Lead, STSU-Maharashtra, the Capacity Building Expert shall execute the following responsibilities:
Key Deliverables:
(1) Provide technical support to State TB Cell and build capacity of State in producing information from reported data and use of such information in programme monitoring and decision making;
(2) Assist State TB Cell in the preparation of quarterly and annual NTEP performance reports of state;
(3) Provide technical assistance to State TB Cell for deployment of ICT based treatment adherence systems across the country;
(4) Assist State TB Cell in developing e-training materials for various cadres of staff and officers.
(5) Provide support to the program at all levels in effective digital data management, validation, analysis and its application to guide policies and actions;
(6) Provide support for facilitating introduction of new initiatives to strengthen patient support systems including universal access, social protection.
(7) Perform other duties as required by State TB Officer (STO) in the interest of TB Elimination in the State.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications:
- Master’s or higher degree in Public Health/ Health Statistics /Health Economics/ PGDHM (2 Yrs Full Time-AICTE approved) Population Statistics, or other relevant field from recognized university/Institute.
Experience:
- Minimum 5 years of national or state level experience in public health programmes/ projects, in handling program surveillance data, or operational research, or monitoring and evaluation, or equivalent.
Skills and Competencies:
(1) Proven ability to communicate clearly;
(2) Ability to work effectively in a team;
(3) Critical thinking and problem-solving skills are essential;
(4) Excellent analytical and communication skills are essential;
(5) Strong collaboration skills and ability to work in cross functional teams;
(6) Excellent oral and written communication skills in English, and working knowledge of local language in Maharashtra is mandatory;
(7) Ability to work independently on complex projects and proactively manage projects with minimal supervision;
(8) High EQ and excellent interpersonal skills, especially in cross-cultural settings and highly distributed work environments with demonstrated ability to build relationships quickly;
(9) Willingness to be based in Maharashtra and travel extensively (12-15 days/month) as per the requirement of the project;
(10) Ability to make effective use of resources and comparative advantage to strengthen programs and partnerships;
(11) Ability to identify problems, propose solutions and take immediate corrective measures.
5. COMPENSATION OFFERED (INDICATIVE):
The remuneration will be decided based on the last drawn salary, experience, and calibre of the candidate. Remuneration is subject to withholding Taxes, as applicable.
6. NATURE OF ENGAGEMENT: The selected candidate shall be appointed as Consultant for fixed term assignment with Strategic Alliance Management Services Pvt. Ltd. (SAMS). The contract shall be valid for a period of one year from the date of appointment or till the completion of project tenure, whichever is earlier, and is renewable based on approval from the Principal and candidate’s performance.
