1. POSITIONS VACANT: Consultant – HMIS for ABDM Adoption Professional Programme for Health Protection
2. ORGANIZATION BACKGROUND:
The Indo-German Universal Health Coverage Programme (IGUHCP) is part of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, Germany’s enterprise for international cooperation. GIZ works with Indian ministries at the Centre and State Governments for the implementation of bilateral cooperation projects.
IGUHC provides technical assistance to the Ministry of Health & Family Welfare (MoHFW)/ National Health Agency (NHA) to implement Ayushman Bharat – Pradhan Mantri Jan Arogya Yojana (AB-PMJAY), and the new initiative of Ayushman Bharat Digital Mission.
The Ayushman Bharat Digital Mission (ABDM) aims to develop an interoperable IT platform to integrate all digital health solutions in India. ABDM vision is to create a national digital health ecosystem that supports universal health coverage in an efficient, accessible, inclusive, affordable, timely and safe manner and a seamless online platform through the provision of a wide range of data, information and infrastructure services, duly leveraging open, interoperable, standards-based digital systems, and ensures the security, confidentiality and privacy of health-related personal information.
MoHFW has set up National Health Authority (NHA) to manage ABDM at the state level it will be implemented by NHM team at State/UTs. In order to enhance the capacities of the state implementing agencies to manage ABDM, MoHFW/ NHA in partnership with GIZ, has initiated the ‘Professional Programme for Health Protection. The Programme will select, train and mentor consultants to be placed in the State Governments and the NHA to support the implementation of ABDM.
As part of this Professional Programme, it is proposed to hire a consultant who will support the Mission Director ABDM in Jammu & Kashmir in HMIS, IT and Microsite related matter with all stakeholders for implementation of the scheme in the UT.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
The consultant will be responsible for supporting the ABDM office of NHM Department with the implementation of ABDM in the UT through continuous HMIS, IT coordination and liaison with public and private stakeholders, the government officials along with coordination with district health officials. The consultant will work under the direct supervision of the reporting officer assigned by the ABDM office of NHM. Specific roles and responsibilities will include the following:
(1) To make himself/herself thoroughly familiar with the ABDM processes. To acquire an in-depth understanding of the guidelines of the scheme and role of various stakeholders.
(2) Coordinate with various teams on the technology side to ensure hands-on working knowledge of various components of ABDM;
(3) Support to public and private health facilities, and practitioners with respect to any issue pertaining to HMIS and ABDM IT Applications;
(4) Ensuring the security policies, processes, procedures, standards, and guidelines with respect to ABDM adoption;
(5) Required to work closely across teams and regularly interact with ABDM team at NHA on HMIS and IT related matters;
(6) Act as the central point of service and redirect issues to respective teams and seek closure;
(7) Must be technically and logically sound to understand the technical bugs and debug the issues;
(8) Should be willing to travel to all districts to ensure timely delivery of outcomes for any responsibility with respect to ABDM HMIS and IT support.
4. QUALIFICATION, SKILLS AND EXPERIENCE:
Qualifications:
B.E./ B.Tech. / M.Tech. / BCA/ MCA or equivalent from a recognized University or Institution
Experience:
Minimum three years of experience and demonstrated experience in e-governance or IT projects;
Skills and Competencies:
(1) Sound knowledge of the health and IT sector;
(2) Analytical skills and strategic thinking. Ability to apply analysis for administrative and management purposes is essential;
(3) Demonstrated ability to work in a multi-disciplinary team;
(4) Knowledge of commonly used software packages like MS Word, Excel, Power Point.
(5) Ability to work under pressure and attend to any ad hoc functions as may be required;
(6) Self-driven and able to work with tight deadlines;
(7) Ability to work independently when required.
(8) Excellent oral and written communication skills in English, Hindi and Dogri/Urdu

6. COMPENSATION OFFERED:
The offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.
7. NATURE OF ENGAGEMENT:
The Consultant shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.
8. LOCATION: The Consultant will be placed in NHM Department, UT of Jammu & Kashmir and will be responsible for supporting the implementation of ABDM across UT.
9. CONTRACT TYPE AND PERIOD:
The post-holder shall be engaged on a consultancy contract till February 29, 2024, extendable thereafter, on the basis of performance.
