2. ORGANIZATION BACKGROUND:
Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

PROJECT BACKGROUND:
Decentralization and devolution of power & resources is undoubtedly the most dominant theme of development in the State in contemporary situation. However, if decentralization is to become a reality then it is necessary that we move towards self-governance, and greater emphasis will be given to i) enable Women and young Panchayat Leaders to come together, (ii) to articulate their problems as Panchayat leaders, (iii) discuss issues regarding the institutional mechanisms for their empowerment and (iv) come up with a charter of issues to be mainstreamed into policy and advocacy support so that their concerns are addressed by the process of development adopted by the State and the three tier PRI system.

Hence, it is necessary to facilitate the above initiatives, building capacities of PRI members, creating discussion forum at district & state level, and strengthen systems of decentralization on long term approach; Government of India and Government of Jharkhand are supporting intensively and extensively by providing huge resources through Fourteenth Finance Commission. The consultant will support the implementation of 15th FC grant in a time bound manner with greater pace under the overall supervision of Directorate, Panchayat Raj.

PURPOSE OF ASSIGNMENT:

The purpose of this consultancy support is to build capacities of PRI members and strengthen systems of decentralization on long term approach. Facilitate the process of panchayat level plans, devolution of resources from state finance commission, FFC and OSR to strengthen rural decentralization in the state to realize child rights.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to Principal Secretary, Department of Panchayati Raj and technically to Social Policy Specialist, IDA Jharkhand field office. S/he will provide support to the Department of Panchayati Raj in streamlining state finance commission and generate evidence from across the country for recommendations of SFC and devolution of resources as mandated by JPRA Act 2001. S/he will be responsible for developing guideline for implementation of Own Sources of Revenue (OSR) explore and build the capacity of department to identify the sources of OSR at panchayat.

The Consultant will also developing thematic modules for capacity development of elected representatives on OSR, PESA, SFC grants and GPDP at three tiers and using 15th FC resources for responding to the COVID situation in state and providing technical support for institutionalizing and capacity building on monitoring of 15th FC resources, expenditure and outcome as planned in outcome budget statement of department.

Key Deliverables:
(1) Provide technical assistance and support for strengthening draft rules for own Sources of Revenue for Panchayats in Jharkhand and capacitate elected representatives to ensure the implementation of the same across all districts of State;
(2) Collaborate with various departments to develop a framework for operationalization of State Finance Commission and support SFC for coming up with guidelines and recommendations for state;
(3) Provide technical support for implementation of PESA rules and developing the draft of PESA rules to be approved by state;
(4) Provide support for dissemination, compilation of expenditure analysis of 15th FC for containment of COVID and achievement of outcome indicators as envisaged in the departmental demand for grant for FY 2021-22.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:

(1) Applicant must have a Master’s degree in social science from reputed institutes like IRMA, TISS, DSE, IIFM, XIMB and XISS;

(2) Ph.D. holder will be given additional preference.

Experience:
(1) Minimum 8-10 years of demonstrated experience in handling large scale vulnerability assessment, designing social protection systems for state government;

(2) Working with Govt. department and understanding social protection systems is essential.

Skills and Competencies:

(1) Demonstrate competence in a variety of computer applications, including database, spreadsheet and word processing programs;
(2) Ability to adjust to changing priorities and meet deadlines;
(3) Good understanding of research methodology, Monitoring and Evaluation methodologies;
(4) Good numerical, analytical skills, interpretation skills with a deep knowledge of the Jharkhand State;

(5) Excellent skills in verbal and written Hindi and English and documentation are desirable.

5. ESTIMATED TRAVEL: Approximately 3 days in a month for achievement of the listed deliverables.

6. NATURE OF ENGAGEMENT:
The State Consultant - Local Self Governance shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

7. REMEUNERATION:
Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.

9. DURATION: The successful candidate shall be issued a consultancy contract from the date of joining till December 31, 2021.
