1. POSITION VACANT: State Consultant - Public Finance and SDG (SC-PFSDG), International Development Agency, Ranchi, Jharkhand

2. ORGANIZATION BACKGROUND:
Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

PROJECT BACKGROUND:
Public Finance for children has been a core area of support for state government by IDA. This is relatively new and it requires that state government traditional system of budgeting has been transformed and state departments have adopted a culture of outcome based budgeting, budgeting for children and SDG based budgeting. State department continues to practice 10 percent increase across budget line items over previous year and complete new year budget. The system does not make any distinction for status of children, women, tribal and PVTGs populations and households and their issues are never budgeted and planned.

IDA’s support to state departments will ensure that planning and budgeting is evidence based and inclusive. Evidence based planning is also required for the improved delivery of services. This needs to be supported through accessible and accurate data in the form of a common framework and language that can be easily shared between various levels. The Government of Jharkhand has been working towards integration of quality data into the planning process. This process entails easy availability and access to quality data by the Government as well as various stakeholders. Thus, ensuring data availability on key indicators and their regular updating become essential particularly by the department of Planning and Development which tracks development. Existing support to department has been ensured through finalisation of SDG indicators, mapping of schemes, budgetary allocation etc. and this needs to be further measured collating data for achievement of outputs and outcomes at state level and developing proper monitoring system for outcome-based budgeting.

PURPOSE OF ASSIGNMENT:
Primary purpose of the support is to assist Department of Planning and Development Commissioner’s Office in analysing different data sets, SDG reporting, budget for children, support for aspirational district, knowledge management and provide technical support in evaluation of selected programmes as requested by the state Department of Planning and Finance. Overall, the consultant will support in strengthening planning, monitoring and policy making that can lead to improved outcomes on women and children.

S/he will support the Department of Planning and SPME section of IDA Jharkhand by developing a system for outcome-based budget monitoring, generating and maintaining different data bases, creation of user-friendly data products and its proper dissemination.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to Principal Secretary, Department of Planning cum Finance and technically to Social Policy Specialist, IDA Jharkhand field office. S/he will provide support to the Department of Planning-cum- Finance in streamlining state nodal departments and district nodal departments for building their capacity on SDG based budgeting, outcome budgeting, child budgeting and create an enabling environment for monitoring of outcome budgeting, child budgeting etc.

The Consultant will also be developing thematic modules for capacity development of state nodal officer and district nodal officers on child budgeting, outcome budgeting with SDG indicators as focus and providing technical support for institutionalizing and capacity building on outcome budgeting and child budgeting for addressing the needs of children in budget 2020-21. S/he will responsible for finalization of SDG state indicator framework, monitoring of SDG and Baseline report for state.

Key Deliverables:
(1) Capacitate state and district nodal departments for reporting and budgeting based on outcome for children and address the vulnerabilities and gaps as per recommendation in next budget cycle;
(2) Provide technical assistance and support for further strengthening the outcome budgeting and child budget statement by adopting standard operating procedures from departments having child component in their budget;
(3) Provide technical support for use and SDG based monitoring leading to effective child budgeting in state;
(4) Provide support for dissemination, compilation of outcome budget and child budget statement from various departments for next child budget statement in general budget.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:

(1) Applicant must have a master’s degree in social science from reputed institutes like IRMA, TISS, DSE, IIFM, XIMB and XISS.

(2) Ph.D. holder will be given additional preference.

Experience:
(1) Minimum 8-10 years of demonstrated experience in handling large scale vulnerability assessment, designing social protection systems for state government;

(2) Working with Govt. department and understanding social protection systems is essential.

Skills and Competencies:

(1) Demonstrate competence in a variety of computer applications, including database, spreadsheet and word processing programs;
(2) Ability to adjust to changing priorities and meet deadlines;
(3) Good understanding of research methodology, Monitoring and Evaluation methodologies;
(4) Good numerical, analytical skills, interpretation skills with a deep knowledge of the Jharkhand State;

(5) Excellent skills in verbal and written Hindi and English and documentation are desirable.

5. ESTIMATED TRAVEL: Approximately 5 days in a month for achievement of the listed deliverables.

6. NATURE OF ENGAGEMENT:

The State Consultant - Public Finance and SDG shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

7. REMEUNERATION:
Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.

9. DURATION: The successful candidate shall be issued a consultancy contract from the date of joining till December 31, 2021.
