1. POSITION VACANT: State Consultant - Panchayati Raj (SC-PR), International Development Agency, Ranchi, Jharkhand

Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

The Panchayati Raj system in Jharkhand is relatively new and this is the third term which has just been completed and institutions of panchayats are relatively weak and require string handholding for delivery of services to the citizens. Capacity building of Elected representatives remain central, but the training institutions like SIRD and CTI at state level does not have necessary faculties and technical resources for same. Decentralisation of power to local bodies has been done but implementation of same requires technical support. The Panchayat Raj and municipal bodies provide the institutional setup for this purpose; however, the realization of decentralization needs much more than such structures alone. It needs a comprehensive governance reforms.

Hence, it is necessary to build capacities of PRI members and strengthen systems of service delivery on long term approach; Government of India and Government of Jharkhand are supporting intensively and extensively by providing resources through RGSA, finance commission etc. However, improved planning, implementation and monitoring & evaluation of these resources at state & national level as well as State, district and below districts is critical.

Capacity building of PRI members are being undertaken by Directorate Panchayati Raj in collaboration with CTI, PTI and SIRD. However, after the first round of capacity building of PRI members and setting up of district planning committee at districts, the role of Panchayati Raj department is emerged as key player to establish active communication channels with PRI members to improve knowledge management, establish mechanisms for transparent devolution processes, work closely with finance commission, activity mapping, capacity building on district planning etc.

Additional facilitation of Panchayati Raj department will lead to improve understanding on various challenges, and establish two ways communication with of PRI members, which ultimately lead to improve accountability, ownership by the PRI members and sustainability of development interventions at grassroots.

The major activities which will be supported by this position will relate to the strengthening of master training, developing roaster of training programme for PRIs, supporting women elected representatives for utilisation of 15th FC fund, implementation of refresher training module for Master trainers, district elected representatives and block representatives.

In order to ensure that the training programme for more than 59000 ER across the three tiers of panchayats it is important that resource persons at state, district and block level are prepared and they in turn imparting training at panchayat and ward level. Implementation of PESA Act is very poor in state and it would be required that this position in consultation SIRD generate evidence and possibilities of successful implementation of PESA in Jharkhand.

Reporting to Principal Secretary, Department of Panchayati Raj and technically to Social Policy Specialist, IDA Jharkhand field office. S/he will provide support to the Department of Panchayati Raj in streamlining state framework and guidelines for capacity building of elected PRIs on by SIRD and CTI using Master trainers, developing a protocol and roaster for capacity development at state level. S/he will be responsible for developing thematic refresher modules for Capacity development of state level master trainers, orientation of master trainers, preparation of roaster for placement of master trainers for training at district and block level.

The consultant will also be providing technical support for institutionalizing and capacity building on tracking of 15th FC resources, implementation of MGNREGS, with a special focus on women and children in state and also support for finalization of PESA rules and guidelines, OSR rules and guidelines, SFC rules and recommendation for state, with evidence from across states across country.

Key Deliverables:

(1) Capacitate master trainers and conduct orientation for their engagement as resource persons for training of elected PRIs at state, district and block level;
(2) Develop capacity of institutions by empanelment of resources person, agencies for training and capacity development of block and district representatives;
(3) Develop, support and institutionalize a framework or expenditure analysis of 15th FC for women and children in state;
(4) Develop a monitoring framework for improved social protection services delivery at panchayat level.



(1) Applicant must have a master’s degree in social science from reputed institutes like IRMA, TISS, DSE, IIFM, XIMB and XISS.

(2) Ph.D. holder will be given additional preference.

(1) Minimum 8-10 years of demonstrated experience in handling large scale vulnerability assessment, designing social protection systems for state government;

(2) Working with Govt. department and understanding social protection systems is essential.

Skills and Competencies:
(1) Demonstrate competence in a variety of computer applications, including database, spreadsheet and word processing programs;
(2) Ability to adjust to changing priorities and meet deadlines;
(3) Good understanding of research methodology, Monitoring and Evaluation methodologies;
(4) Good numerical, analytical skills, interpretation skills with a deep knowledge of the Jharkhand State;

(5) Excellent skills in verbal and written Hindi and English and documentation are desirable

5. ESTIMATED TRAVEL: Approximately 3 days in a month for achievement of the listed deliverables.


The State Consultant - Panchayati Raj shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.
