State Consultant- ANMOL

1. POSITION VACANT: State Consultant- ANMOL, International Development Agency, Raipur, Chhattisgarh

2. ORGANIZATION BACKGROUND:
Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

PROJECT BACKGROUND:
Data Systems are one of the major pillars of any program including health. These include the systems working at end user level as well as at level of policy decisions. Extensive data is being generated by front line workers during delivery of community health and nutrition interventions but is currently used primarily for reporting at district, state and national level rather than for local use to improve planning and service delivery. The flow of data is mostly vertical, flowing from the community upwards, and is primarily based on the ideology of collecting as much as possible rather than on relevance and use. A large amount of data is not used either due to lack of relevance, incomplete information or data accuracy.

The Ministry of Health collects and compiles large data sets under Health Management Information System (HMIS) with more than 350 data items being collected monthly from more than 200,000 reporting units. Additionally, individual based records of health services are collected through the Reproductive and Child Health (RCH) portal using reporting though web-based entry by data entry operators or through tablet-based mobile entry under ANM Online (ANMOL) portal. Beyond the national initiative, various data platforms are introduced by individual state governments to collect and compile data on various programme and state-led health schemes. In all, a large but fragmented data set exists in the system in various tools and formats but its use for local planning and implementation is very limited.

Effective use of data through cutting-edge data science could reveal to key decision makers at the frontline, primary care, district and state/ national level, where and when to most impactfully and equitably deploy scarce human and financial resources. This could ultimately safeguard the health of communities. For example, detailed analysis and feedback based on HMIS data can help the frontline worker to identify villages and households with low coverage of services or areas of clustering of deaths and disease burden with in a community or a given geography. Similarly, use of data from ANMOL and other data systems in health can help to identify the left outs and drop outs and have a due list for services thereby helping in improved coverage.


3. JOB DESCRIPTION/ RESPONSIBILITIES:
The State Consultant- ANMOL shall be responsible for providing coordination support between State Govt. of Chhattisgarh and IDA to maintain and support the roll out of Rockefeller Foundation partnership in the state along with implementation of health applications (ANMOL & RCH Dashboard).

Key Deliverables:

(1) Provide support in roll out of Rockefeller Foundation partnership intended for integration of data systems in health;
(2) Monitor the introduction, roll out and smooth linkage of
ANMOL application with existing RCH tools, software and online portal available for similar or linked target functions;
(3) Review timeliness, accuracy and completeness of
RCH dashboard and its sharing across all levels;
(4) Provide support in integration of various application having health indicators with
RCH portal/ ANMOL;
(5) Working on daily basis in
NIC, NHM and other departments to ensure smooth roll out of Rockefeller Foundation Partnership and to facilitate the deliverables targeted;
(6) Provide support to properly document, organize and capture program progress and review high quality dashboards, user manuals, training documents, feedbacks and reports on time for
Rockefeller Foundation Partnership. Some of the tasks are as following;
(a) Visualization of the exiting data reports and dashboard in line;
(b) FGD with district level players for identification of User cases;
(c) State level workshops for finalization of the use cases;
(d) Use cases development and validation;
(e) External validation of the Use Cases through expert group;

(7) Provide support development of supportive dashboard (view based, and role based both) for ASHAs, ANMs, MOs, District level, State level and Central administrators;
(8) Support capacity building activities at regional and state level;
(9) Perform field visits to districts to review
ANMOL implementation;
(10) Working as technical support link for integration of various IT application having health indicators (
ICDS-CAS etc.) with RCH portal/ ANMOL;
(11) Other job-related responsibilities as assigned by the any of the supervisors.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:

Applicants must have a technical qualification, preferably a degree in computer science/ health informatics and similar disciplines.


Experience:
(1) Minimum three to five years of work experience in data visualization, AI and Machine learning;
(2) Minimum three to five years of work experience in data systems like HMIS , ANMOL and other similar data systems;

Skills and Competencies:
(1)
Strong experience in report writing, presentation and technical writing on data systems;
(2) Should have high level of computer proficiency with specific familiarity with commonly used MS Office application and data analysis software;
(3) Excellent oral and written communication skills in English and Hindi;

5. ESTIMATED TRAVEL: Approximately 5 days in a month for achievement of the listed deliverables.

6. NATURE OF ENGAGEMENT:

The State Consultant- ANMOL shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

7. REMEUNERATION:

Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.

(1) The above elements shall be a key input into the selection and negotiation process;

8. LOCATION: The State Consultant- Anmol shall be based in SIHFW with daily working coordination between NHM, IDA and NIC.

9. DURATION: The successful candidate shall be issued a consultancy contract from the date of joining till December 31, 2020.
