JOB DESCRIPTION

SNCU System Administrator
International Development Agency, Delhi

1. POSITION(S) VACANT: SNCU System Administrator, International Development Agency, Delhi

2. ORGANIZATION BACKGROUND:
Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

PROJECT BACKGROUND:
In the past five years, Government of India has made huge investments in facility based new born care with 878 Sick Newborn Care Units (SNCUs) being established in different states. The IDA has been closely associated as a technical partner to strengthen facility based new born care in the country. Although rapid scale-up of SNCUs has occurred, data management systems and monitoring of care in SNCUs, as well as follow-up of babies after discharge from SNCU, are areas that need more support. In order to address this issue, Government of India has taken a decision to scale-up the SNCU online monitoring system developed by IDA, across all SNCUs in the country to ensure uniformity in data collection and getting real time, analyzed data for efficient monitoring and timely feedback. The online system has been currently scaled up in 95% SNCUs. The application is currently hosted on a private server and there is need for providing regular support for application maintenance, bug-fixing and resolving queries from the field.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The SNCU System Administrator (SSA) shall work closely with Ministry of Health and Family Welfare, NIC, NNF and IDA to provide support in transfer of SNCU online system from IDA to the Government. The SSA shall also support to the government in planning and implementation of the transfer of SNCU online monitoring system for smooth operation without disruption to the existing system.

Key Deliverables:
(1) Identify the type of servers in the source and destination servers;

(2) Enumerate scheduled tasks on both the source server (IDA / NNF) and destination server (NIC of Government of India);
(3) Identify software transfer tool that is compatible with the source and destination server;
(4) Take a back-up of all the data to be used in case of loss of data while transfer;
(5) Reset license activation on appropriate servers;
(6) Check the compatibility of prompting for any necessary passwords to create the scheduled tasks on the destination server;
(7) Create scheduled tasks on the destination server;
(8) Export MySQL database as per the requirements of NIC;
(9) Connect the migrated files to your new database;
(10) Activate the installation in new server;
(11) Ensure destination server health checkup and optimization, periodic back-ups and restore;
(12) Undertake periodic checks to ensure that the database is working smoothly as desired by MoHFW and IDA

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:
Master’s degree in Computer Application or equivalent with primary emphasis in Information Systems Management, Information Communication Technology, Network Administration or any related field.

Experience:

(1) Minimum two years of experience in IT preferably in server OS such as CentOS, Ubuntu, client OS such as Windows 10 and above, MySQL and Mail servers. Knowledge in installation and administration of widely used web servers;
(2) Experience of handling SNCU/ Newborn/ MCTS /data base will be an added advantage;
(3) Experience and understanding of working with National Health Mission at state or national level and handling health sector data will be an asset;

Skills and Competencies:

(1) Analytical and out of box thinking and problem-solving skills;
(2) Ability to communicate in English and Hindi;
(3) Excellent working knowledge of Computer

5. ESTIMATED TRAVEL: Approximately 5 days in a month.

6. NATURE OF ENGAGEMENT:

The SSA-HLT-DL shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

7. REMEUNERATION:

Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.
