1. POSITION VACANT: Senior Manager (Five vacancies), Regional FLN Hub, Reach to Teach based at five districts of Gujarat (Rajkot, Patan, Panch Mahal, Navsari, Chhota Udaipur) (One position in each district)



Reach to Teach (RTT) is an education charity that works with governments and other like-minded organisations, to improve the quality of primary education. RTT exists to transform the lives of children in remote and marginalised communities in India, by focusing on transforming classroom teaching practices and teacher-to-child engagement.


Founded in 2003, RTT has grown into an established charity improving the learning outcomes of children in the state of Gujarat and believes that the most important factor in improving children’s learning, is the quality of teaching. RTT’s technical team has helped successfully deploy international best practices in education, at rural schools in Gujarat and is committed to ensuring that the same are extended and adopted by all schools, state-wide.


RTT is working in coalition with other organisations, to support Government of Gujarat’s ongoing efforts to deliver systemic change to ensure better foundational literacy and numeracy outcomes.

About the Project: Gujarat Education Coalition (GEC):


The Gujarat Education Coalition (GEC) works collaboratively to co-create and deliver a comprehensive and scalable program to improve the Foundational Literacy and Numeracy (FLN) outcomes in Gujarat.

The GEC will set up Regional FLN (RFLN) Hubs to work closely with district education teams to strengthen government FLN interventions. The RFLN Hubs will work collaboratively with district education officials to jointly plan and implement a range of interventions to improve the foundational learning programme and strengthen system capacity to sustain them.


The majority of interventions will be designed at state level, including improved curriculum, strategies for teacher training and mechanisms for enhanced data collection, however the RFLN Hubs will play a critical role in ensuring effective implementation at district level. The RFLN Hubs will also steer context specific local innovations and strategies which could be scaled up, if successful.

Reporting to the Director, Regional FLN Hub, the Senior Manager, Regional FLN Hub (SM-RFLNH) will be key to making the RFLN Hubs operate optimally and contribute to achieving improved FLN outcomes in their respective districts.


S/he will be responsible for setting up, operationalising and managing Regional FLN Hub jointly with the district education system to drive the foundational learning programme in one of the focus districts. The post holder will be accountable for the overall success of the FLN programme in the hub district and also support and mentor neighbouring (spoke) districts to adopt best practices from the district.


A. Key Roles and Responsibilities:

(1) Set up of the district support unit and implementation of all interventions in line with the FLN programme architecture which include design RFLN Hub processes and structures;
(2) Establish and maintain strong working relationships with key government stakeholders involved in the FLN programme in hub district and the spoke districts, including agreements on formal communication channels and protocols;
(3) Obtain government buy-in for all RFLN Hub interventions at district level before they are rolled out and ensuring regular reporting of progress and challenges to the government officials involved in the FLN programme;
(4) Regular engagement and communication with relevant government officials to ensure deeper understanding of every intervention and their role/ contributions for the successful implementation of the programme;
(5) Lead and deliver some ‘quick wins’ that can be implemented rapidly to address urgent needs/ deliver immediate results to build trust and deepen relationships;
(6) Work with the Director of RFLN Hubs to design scaling of RFLN Hubs across Gujarat from year two onwards, including model design, org structures, systems and processes;
(7) Lead the design and roll out of interventions for action research, monitoring and evaluation, and learning analytics, in close liaison with the RMEL team;
(8) Design and implement strategies and processes for enhancing system capacity to sustain and scale interventions to achieve FLN goals;
(9) Draw up comprehensive reports of the FLN programme, obtaining sign-off from district officials and disseminating them internally and externally, as appropriate;
(10) Consolidate feedback and learning from the district and feed this into course correction and redesign, if required;
(11) Identification of risks to the FLN programme, devising mitigation strategies and ensuring continuous follow up until risks are assessed as successfully mitigated. This would include identification of dependencies, synergies as well as roadblocks and deploying effective strategies optimise interventions and their impact;
(12) Lead district level FLN review meetings involving key stakeholders to review, reflect and make data driven decisions for course corrections;

(13) Carrying out other duties within the scope and spirit of the job, and in accordance with the level of the post, as required.


B. Other Responsibilities


(1) Communication and Stakeholder Management:
(a) Develop and implement communication strategies to promote activities and plans internally and externally as required; Communicate complex, highly specialist or technical, information using different formats to a range of audiences to ensure clear and consistent understanding;
(b) Manage and work closely with the various teams to ensure that data is accurate, live and appropriate for relevant audiences and feeds back into program improvement;
(c) Network with fellow team members, government colleagues and professionals across the sector and relevant professional bodies as needed; Attend regional and national meetings and conferences to gain and share knowledge and experience;
(d) Regularly updating internal and external stakeholders of?progress and changes on performance milestones and issues.? 


(2) Teamwork and People Management:
(a) Lead, manage and support the district team involved in RFLN Hubs (approximately six team members). This includes supporting recruitment, induction, capacity building and performance management of the team;
(b) Redress issues and grievances from the RFLN Hub team (GEC team members and government officials) in an effective and timely manner;
(c) Embed collaborative?problem-solving?practices within the teams;
(d) Collaborate with the RTT and GEC teams to ensure the successful delivery of services and interventions and manage performance issues, conduct reviews, and formulate development plans for team members to meet current and future skills needs;
(e) Promote and role-modelling GEC management culture of openness, innovation, involvement, teamwork and performance;
(f) Maintain the highest standards of personal and professional integrity and upholding organisational values and behaviours. 





(1) Applicants must be graduate from a recognized university.



(1) Minimum eight to ten years of experience in project management and implementation, preferably in the education sector;
(2) Experience of engaging with
senior stakeholder;

(3) Experience of working within Government;

(4) Solution design experience;

(5) Experience of managing team.

(19) Ability and willingness to travel as per job requirements.




Gross compensation for the position is attractive. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.




7. LOCATION (s): The Five vacancies are based at Rajkot, Patan, Panch Mahal, Navsari, Chhota Udaipur (one at each location), with occasional travel to Gandhinagar.


8. APPOINTMENT: This is a full-time position. The initial contract offered shall be till March 2023 and renewable thereafter based on performance.
