The GEC will set up Regional FLN (RFLN) Hubs to work closely with district education teams to strengthen government FLN interventions. The RFLN Hubs will work collaboratively with district education officials to jointly plan and implement a range of interventions to improve the foundational learning programme and strengthen system capacity to sustain them.

The majority of interventions will be designed at state level, including improved curriculum, strategies for teacher training and mechanisms for enhanced data collection, however the RFLN Hubs will play a critical role in ensuring effective implementation at district level.
