1. POSITION(S) VACANT: State Level Consultant- Rastriya Kishor Swasthya Karyakram (RKSK) Consultant, United Nations Population Fund (UNFPA), Bhopal Madhya Pradesh

2. ORGANIZATION BACKGROUND:
The United Nations Population Fund (UNFPA), formerly the United Nations Fund for Population Activities, is a UN organization working for reproductive rights for all and supports access to a wide range of sexual and reproductive health services, including voluntary family planning, maternal health care and comprehensive sexuality education.

PROJECT BACKGROUND:

With around 13.2 million population, adolescents (10-19 years) constitute almost 22% of the total population of Madhya Pradesh state. Though the age of marriage of girls and boys is increasing gradually, NFHS-3 shows that 53% women aged 20-24 were married by the age of 18 and 54% of men aged 25-29 were married by the age of 21. Too early pregnancy is one of the contributory factors for high total fertility rate (TFR), maternal mortality ratio (MMR) and infant mortality rate (IMR) in the state.

The main concern with this group is low level of awareness in the reproductive health and some of the key problems include unwanted pregnancy and unsafe abortion. Improving the awareness level is a necessary component of health as boys marrying at age less than 21 years vary from 19.4% to 76.8% in different districts of MP and girls from 9.4% to 70% within different districts. This group has to be oriented on life skills to attain better health outcomes. The major challenge is lack of avenues for discussion for the group to know about their own health and other life skills as well as awareness on reproductive and sexual health issues. Addressing health related myths and misconceptions needs to be given priority.

The National Health Mission (NHM) is implementing Rashtriya Kishor Swasthya Karyakram (RKSK) program in 13 districts through partnership with local NGO and the program is recognized as best scalable model by Government of India. The RKSK program offers correct knowledge and services on adolescent health and well-being issues.

Recently, NHM has also initiated School Health component under Aayushman Bharat to provide life skills education to school going adolescent boys and girls. NHM also is in process of establishing formal collaboration with Department of Education to implement the program in eight aspirational districts in the state.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Under the direct supervision of the Deputy Director -RKSK, the State Level Consultant- RKSK will work from the office of National Health Mission and shall be responsible for providing technical and program management support for planning, management and monitoring of activities related to RKSK and other adolescent health programs implemented by NHM.

The incumbent will also interact with the districts, designated training institutions, and will also undertake field visits to the districts for program planning, management and monitoring.

Key Responsibilities:

(A) Planning:
(1) Facilitate preparation of action plans for rolling out each strategic intervention under RKSK program;
(2) Facilitate planning for roll out of school health component under Aayushman Bharat Program;
(3) Provide technical guidance to NGO partners in preparing monthly work plans for various activities allocated to them under the contract;
(4) Provide technical assistance in preparing plans for organizing Adolescent Health Days in community settings;
(5) Support in preparation of training calendars and plans for capacity building of NGO staff and key stakeholders.


(B) Guidelines, Concept Notes and Training Material:
(1) Provide technical assistance to develop guidelines for AHDs to be organized at community level by Saathiya, Mentors and ASHA Sahayogini;
(2) Develop and modify programme related guidelines based on the field observations and needs for effective implementation of RKSK programme;

(3) Develop operational guidelines for newer strategies and innovations to be implemented under RKSK program;
(4) Provide support in developing new proposals and concept notes to be included in RKSK program and also for seeking partnership with CSR;
(5) Provide support in development of training material and modules as and when needed for capacity building of key stakeholders involved in programme implementation;

(C) Implementation:
(1) Provide support to Dy. Director in preparing note sheets and files for seeking necessary approvals related to RKSK programme implementation in timely manner;
(2) Coordinate with NGO partners and district officials to ensure program implementation as per the plan;
(3) Regularly undertake the field visits to RKSK districts to monitor quality of implementation and provide guidance to the district officials and NGO staff;

(4) Provide support to the Deputy Director in ensuring timely release of payments to NGO partners from the districts;
(5) Provide support in hand over and smooth running of E-learning platform for capacity building of counsellors;
(6) Provide support in implementation of UNFPA supported projects on adolescent health and well-being in the state;

(D) Monitoring and Reporting:
(1) Provide support to the Deputy Director in monitoring the field level implementation of various program activities through regular field visits and interactions;
(2) Provide support in developing performance assessment criteria for NGO and ensure periodic performance assessment is carried out and shared with NGOs;

(3) Monitor the quality of data reported through the mobile application by NGO mentors and AH Counsellors and provide feedback to NGO’s and District AH Coordinator for necessary improvements;
(4) Analyse the data reported on feedback of adolescents on village level sessions and quality of services through public health facilities and provide recommendations to district and state for improvements;
(5) Visit to schools to monitor implementation of school health program curriculum under Aayushman Bharat;
(6) Conduct regular meetings with NGOs and District AH Coordinator to review implementation of RKSK programme activities;

(E) Coordination and Convergence:
(1) Ensure coordination among various development partners providing support on RKSK program implementation to avoid duplication of efforts;
(2) Coordinate with Department of Education for implementation of school health program under Aayushman Bharat and CCE marks as non-financial incentive for Saathiya;
(3) Establish convergence with Department of Women & Child Development to bring synergies in RKSK and Scheme for Adolescent Girls;
(4) Establish functional convergence with other departments such as Skills Development Mission, Policy and Panchayati Raj for providing support and non-financial incentives to Saathiya and adolescents;

(F) Other Responsibilities:

(1) Undertake any other related task assigned by the Directorate or UNFPA office;
(2) Support in implementation of any other adolescent health program such as WIFS and menstrual hygiene management;

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:
The applicant must possess Masters in Social Sciences/ Masters in Public Health;

Experience:

(1) Minimum seven to eight years’ experience of working closely in the field of public health, of which minimum three years’ experience of working in adolescent health and well-being program with development sector or with government for Implementation of NHM programme at state level;
(2) Experience of working with the Department of Health and Family Welfare, Government of Madhya Pradesh shall be preferred.

Skills and Competencies:
(1) Ability to plan and execute activities at state and district level;

(2) Must be willing to travel extensively in the state (at least 8-10 days per month);
(3) Capable of taking independent responsibility;
(4) High level of computer proficiency with specific familiarity with commonly used Windows and MS Office software and database software;
(5) Excellent oral and written communication and presentation skills in English and Hindi;
(6) Good analytical skills;
(7) Good documentation skills;
(8) Demonstrated ability to work in a multi-disciplinary team with strong facilitation skills;
(9) Ability to analyze reports, plan and monitor projects;
(10) Good understanding of NRHM and RCH2 and Health care delivery structure in the state;
(11) Good track record of credibility.

5. NATURE OF ENGAGEMENT:
The State Level Consultant- RKSK shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

6. REMEUNERATION & PER DIEMS:
The selected candidate shall be paid a consolidated amount ranging between Rs. 65000-75,000 per month based on salary history, qualification and experience. In addition, laptop and communication allowances will also be provided to selected candidates.

7. AGE LIMIT: Upto 45 years.

9. DURATION: The successful candidate shall be issued an initial consultancy contract till December 31, 2020, extendable for further period subject to satisfactory performance.
