1. POSITION(S) VACANT: District Facilitator- Aspirational District, United Nations Population Fund (UNFPA), Kalahandi, Odisha


The United Nations Population Fund (UNFPA), formerly the United Nations Fund for Population Activities, is a UN organization working for reproductive rights for all and supports access to a wide range of sexual and reproductive health services, including voluntary family planning, maternal health care and comprehensive sexuality education.

The United Nations Population Fund (UNFPA), partners with key government departments and non-government entities for promoting policies and programs aimed at health and wellbeing of young people, particularly girls and women in the state of Odisha. Priority areas of intervention include Reproductive health and rights, Adolescent Sexual and Reproductive health and life skills education with a focus on reaching out to marginalised population subgroups. 

UNFPA works closely with the Department of Health and Family Welfare and the National Health Mission extending support to RMNCH+A initiatives in the state. UNFPA plans to engage consultants at district level to provide techno-managerial support to the district administration in planning, implementing and monitoring key interventions pertaining to RMNCH+A services in the aspirational/ high priority districts of Odisha. The focus will also be towards operationalization of Health and Wellness Clinics (HWC), community processes, strengthen management mechanisms and to bring about convergence with allied sectors for an overall improvement in health indicators in the above districts of Odisha.


Reporting to the Chief District Medical & Public Health Officer (CDMPHO) and will work under the guidance of UNFPA state office in co-ordination with the National Health Mission Odisha, the District Facilitator- Aspirational District (DF-AD) shall be responsible for the following:

Key Responsibilities and Deliverables:
(1) Conduct situational analysis and identify opportunities and challenges for improving RMNCH+A service delivery in the assigned district;
(2) Provide support to the district health mission in planning, implementing and monitoring District Health Action Plan;
(3) Facilitate in operationalizing facilities such as the Health and Wellness Centres, Delivery Points, First Referral Units, fixed day services for Family Planning, Sick New Born Care Units, Nutritional rehabilitation centre as per the priority needs of the district;
(4) Facilitate in implementing flagship programs such as Sampurna, PMSMA, JSY, JSSK, Biju Swasthya Kalyana Yojana, RKSK, Mission Indradhanush, and such others;
(5) Facilitate child health, tuberculosis control and other national programmes such as the Revised National Tuberculosis Control Program (RNTCP) that are monitored in the aspirational district;
(6) Facilitate in quality assurance mechanisms under various programmes such Family Planning, LaQShya, NQAC etc;
(7) Assist in developing micro-plans and in monitoring VHNDs, Routine Immunization sessions and other out-reach public health initiatives especially in hard to reach areas;
(8) Undertake field visits for supportive supervision and provide feedback to the District, Block and field level officials for improving services, ensuring convergence and integrated service delivery;
(9) Analyze the HMIS data, including quality of data, to measure the progress made in key indicators, rank blocks on the basis of health services rendered and overall performance of community processes. Present findings at the monthly meetings of the Medical Officers; Set up a system of ranking blocks/ health facilities and in designing differential support to poor performing blocks;
(10) Facilitate in collaboration and convergence with stakeholders, to prioritize attainable health outcomes in the short, medium and long term;
(11) Carry out any other program related activities as and when required and as advised by UNFPA/ NHM.


Graduate in any discipline with master’s in public health, post-graduate degree in Management, or Social Science, or equivalent stream and related subjects.

(1) Minimum three to five years’ experience in health program management at district/ state level;
(2) Working experience and or familiarity with government health system will be an added advantage;
(3) Technical knowledge and field experience in public health programs particularly RMNCH+A.

Skills and Competencies:
1) Good communication skills in English;
(2) Effective interpersonal skills and ability to work in diverse teams;
(3) Ability to develop analytical reports and documentation skills;
(4) Good skills in operating computers and MS Office package;
(5) Willingness and ability to travel extensively.

The District Facilitator-Aspirational District (DF-AD) shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.


The selected candidate shall be paid a consolidated amount ranging between Rs. 55,000-70,000 per month based on salary history, qualification and experience. In addition, laptop and communication allowances will also be provided to selected candidates.

7. LOCATION: Kalahandi, Odisha

8. DURATION: The successful candidate shall be issued an initial consultancy contract till December 31, 2020, extendable subject to satisfactory performance.
