2. ORGANIZATION BACKGROUND:

Founded in 1999, India HIV/AIDS Alliance (Alliance India) is a non-profit organization, operating in partnership with civil society, government and communities, to support sustained responses to HIV in India, that protect rights and improve health.

Alliance India is an independent, national NGO, managed and governed wholly in India, and an accredited member of the global network of linking organizations of the Frontline AIDS.

Alliance India builds capacity, provides technical support and advocates to strengthen the delivery of effective, innovative, community-based HIV programmes, to vulnerable populations affected by the epidemic.

Headquartered in New Delhi, the organization implements programmes across India, with the support of more than 450 organizations. Alliance India’s programmes are operational in all states and Union Territories and complement the national HIV response of the National AIDS Control Organization (NACO), in coordination with the State AIDS Prevention and Control Societies (SACS) and State Networks.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to the Director- Programmes /Associate Director- Strategic Information, the Manager- Strategic Information (MSI) shall be responsible for managing a comprehensive Strategic Information Division, with accountability for indicator setting, monitoring, data interpretation, analysis and use and instituting research and evaluation systems for various programmes of Alliance India. S/he shall also lead the Client Management Information System (CMIS) and other IT-based, innovative technology-based solutions, for research activities in respect of various programmes of the organization.

The MSI shall ensure the effective use of data and provide analysis of Alliance India’s performance within the context of HIV response at the national level. S/he shall also provide oversight and technical support to Alliance India’s intermediary partners (Sub Recipients) and implementing organization (Sub-Sub Recipients) at the community level in developing a strong Monitoring and Evaluation (M&E) system and maintaining quality of data and information at the field level. 

The MSI will be taking autonomous responsibility for the results of his/her team, supporting the Director: Programmes in ensuring the overall welfare and success of Alliance India, managing task forces and working groups, and participating actively in management meetings, to support senior management team in improving organisational effectiveness.

Key Responsibilities:

(A) Strategic Information
(1) Lead, support and manage the development and implementation of M&E plans and budgets of various programmes within Alliance India;
(2) Develop an evaluation framework and carry out programme impact evaluation for various programmes;
(3) Develop innovative strategies to strengthen data collection, monitoring, evaluation, analysis, use, and reporting for various programmes being implemented by Alliance India;
(4) Develop and implement a Data Quality Assurance plan for Alliance India programmes;
(5) Develop and monitor an effective target management system for Alliance India programmes;
(6) Provide overall leadership in ensuring the effective use of data, including analysis of Alliance India -wide contribution to and impact on the National HIV response;
(7) Provide leadership in developing CMIS and newer technology-based innovations (mobile applications, GIS, artificial intelligence) for effective programme monitoring, data predication, analysis and interpretation;
(8) Lead the Strategic Information team in the preparation of various donor reports and ensure a high level of quality and timeliness in reporting.

(B) Research & Evidence
(1) Lead research and evaluation activities of Alliance India by generating and providing evidence in priority areas to support improved programme implementation and advocacy;
(2) Conduct innovative/ operation research in thematic areas, prepare reports on cost-effectiveness/ efficiency analysis etc. and disseminate learnings through presentations and publications;
(3) Disseminate research and programme learnings through presentations and publications at national, regional and global levels;
(4) Where possible, collaborate in M&E research initiatives with other Alliance programmes and/or external organizations, including operations research projects and multi-sectoral seminars to share experiences;
(5) Contribute programme learning to Alliance India communications and knowledge management initiatives, ensuring the communication of best practice recommendations are promoted within Alliance India, as well as to external organizations;
(6) Complement other departments in analyzing and documenting progress, impact, challenges and lessons learned from programmes.

(C) Capacity Building and Technical Support
(1) Review partners’ internal control systems relating to programme data and identify the areas for improvements, in collaboration with Programme Team;
(2) Lead the team to map the needs of the partner organisations and develop technical support plan and curriculum on M&E tailor-made to the requirements;
(3) Provide guidance to Technical Officers- M&E for facilitating the delivery of technical assistance and capacity building support for strengthening M&E programmes and the development of partner organizations;
(4) Measure the impact of technical support imparted to partner organizations and ensure that learnings are translated into high-quality monitoring and evaluation systems and also address gaps in technical support, as and when required.

(D) Other Management Responsibilities
(1) Collaborate with the Finance & Operations Team to ensure funds are effectively utilized for Strategic Information activities against programme deliverables;
(2) Coordinate with Technical Officers- M&E to review, analyze and provide timely feedback on programme reports and other documents, relating to programmes and implementing partners;
(3) Undertake new programme development, including the development of concept notes and project/ programme proposals in conjunction with the Director- Programmes;
(4) Work closely with the senior management team to establish, maintain and strengthen effective relationships between Alliance India and external institutions involved in HIV/AIDS programmes, in particular those working in M&E, including key government agencies, donor agencies, NGO/ Civil Society partners and research institutions;
(5) Lead the team, through continuous encouragement, defining clear work/activity plans and objectives and closely monitor the quality aspects of deliverability, through a lead-by-example approach;
(6) Participate, as requested by the Director- Programmes in relevant external committees, partnerships and consortia, which involve Alliance India as a member;
(7) Strictly follow the organizational work plan and individual activity plan and proactively contribute to the achievement of the strategic objectives of the organization, ensuring adherence to quality and timeliness of all deliverables;
(8) Undertake other responsibilities not outlined above, which are commensurate with a role of this nature in the charitable sector and which have been discussed and agreed between the line manager and the post holder. 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:
(1) Master’s degree in Statistics, Population Studies, Public Health, Social Science, or equivalent;
(2) Additional professional qualification in IT, with knowledge/ experience in technology-oriented systems development or project management will be an added advantage.

Experience:
(1) Applicants must have at least 10 years of relevant experience in M&E in Health or HIV/ AIDS sector;(2) Applicants must have at least five years of progressive management experience and proven ability to manage a team of professionals with diverse skills;
(3) Applicants must have experience in research and evaluation, including the ability to analyze research and evaluation findings and other information, for the benefit of practitioners;
(4) Applicant must have experience of M&E strategies and systems development;
(5) Applicants must have experience of working with multiple stakeholders in civil society and the government, at different levels;
(6) Applicants must have experience of providing technical support and of capacity building of organizations in M&E, especially those working at the community or grassroots level;
(7) Applicants must have an understanding of Global Fund and other donors’ reporting procedures, apart from knowledge of their strategies and policies.

Skills and Competencies:
(1) Demonstrate knowledge and understanding of donor environment, donor relations and donor M&E and reporting systems;
(2) Sound knowledge of donor strategies and policies;
(3) Technology oriented mind with good understanding of newer developments related to technology in IT sector including knowledge to integrate technology in Monitoring, Evaluation of data and its analysis and presentation;
(4) Demonstrated knowledge and understanding of donor environment, donor relations and donor M&E and reporting systems;
(5) Excellent analytical, written, and verbal communication skills;
(6) Experience of working on analytical software packages (SPSS/ STATA);
(7) Experience of working with multiple stakeholders in civil society and the government at different levels;
(8) Experience of providing technical support to, and capacity building of, organisations in M&E, especially those working at the community or grassroots level;
(9) Ability to work effectively in teams, as well as independently;
(10) Ability and willingness to undertake extensive travel, within India and abroad;
(11) Experience of developing and managing teams;
(12) Strong commitment to HIV/AIDS and sexual and reproductive health and rights;

(13) Ability to communicate effectively in English and Hindi and knowledge of other Indian regional languages.
