1. POSITION(S) VACANT: Consultant- Beti Bachao Beti Padao, United Nations Population Fund (UNFPA), Rajasthan

The United Nations Population Fund (UNFPA), formerly the United Nations Fund for Population Activities, is a UN organization working for reproductive rights for all and supports access to a wide range of sexual and reproductive health services, including voluntary family planning, maternal health care and comprehensive sexuality education.


Harmful practices like sex selection and Child Marriage reflects gender discrimination which has deep roots in the patriarchal mindset of the social fabric of Rajasthan. Census 2011 has shown that there is an imbalance in the ratio of the girls to the boys among the 0-6-year age group and in the state of Rajasthan, the decline is sharper than the national rate of decline and it has decreased from 909 girls per 1000 boys to 888 girls. The NFHS 4 (2015-16) states that there are 35.4 percent of girls are married below the age of 18years. However, the Census 2011 figures indicate that Rajasthan ranks third among all the states of India with respect to child marriage. Approximately 7.2 lakh girls in Rajasthan were married before age 18 years in the 0-4 years prior to Census 2011.

Addressing declining sex ratio requires concerted community and societal action, with strengthened implementation and compliance of existing legal provisions such as the Pre Conception and Pre Natal Diagnostics Techniques (PCPNDT) (Prohibition of Sex Selection) Act 1994 (amended in 2003), focusing on care and protection of the girl child, along with sustained interventions across the life cycle, which create value for the girl child and women and address deeply entrenched gender discrimination more comprehensively. Preventing Child Marriages also reinforces the fact that value of girl child is paramount and Gender equality should be the corner stone to ensure equal opportunities for the girl child versus the male child so that girls can realize their aspirations.

The Government of India has launched the Beti Bachao Beti Padao (BBBP) programme in 2015 and being implemented in 14 districts of Rajasthan and looks at how synergy can be developed between the various departments to ensure that the value of the girl child is enhanced so that the sex selection can be prevented and girls completing their education can be ensured.

UNFPA is providing support for addressing the challenge of declining CSR, strengthening the implementation of PCPNDT Act and facilitating the empowerment of young people especially adolescent girls in the state of Rajasthan.

As part of these, UNFPA will continue the support for strengthening of the planning and implementation of BBBP scheme in the state. In this regard, UNFPA will continue the support for a Consultant at the DWE to facilitate the planning and implementation of the BBBP initiative in the State.

Reporting to the Commissioner, Directorate of Women Empowerment and the State Programme Coordinator- UNFPA State Office, the Consultant- BBBP will coordinate with Senior Officials in DWE and in the districts to improve the planning, implementation and monitoring of BBBP programme across the 14 districts.

Key Responsibilities and Deliverables:
(1) Facilitate the development of a robust and a comprehensive work plan for the implementation of the BBBP initiative at the state and district level;
(2) Facilitate the development of resource materials for the capacity building and strengthening the implementation of the initiative;
(3) Provide inputs in the training of the functionaries involved in the implementation of the BBBP programme;
(4) Provide inputs in strengthening the institutional mechanism at the state and district level for regular review mechanism of the BBBP initiative;
(5) Provide technical inputs in the planning and implementation of the activities related to girl child policy;(6) Facilitate the development of the capacities of the officials on the monitoring of the girl child programme at the district level;
(7) The consultant will also work with the department to develop and track progress on interim and long term indicators;
(8) Provide support to the interventions related to interventions addressing gender based violence;
(9) Facilitate the roll out of the Chirali intervention in the identified districts of Rajasthan in terms of training and development of communication materials;
(10) Develop a comprehensive monthly report of the BBBP programme with an analysis progress and issues in the district;
(11) Facilitate the convergence with other key departments including ICDS, Education, Health and other allied departments;
(12) Provide inputs in relation to the Gender/Adolescent/education element of the curriculum/ module development related to BBBP;
(13) Undertake field visits to the districts to observe the implementation at field level and provide support in strengthening the field level implementation;
(14) Co-ordinate with the women empowerment officials on strengthening the Mahila Suraksha Kendra interventions in the districts;
(15) Co-ordinate with the district officials of the aspirational districts to address the issue of declining sex ratio in these districts;
(16) Other responsibilities related to gender programme in discussion with UNFPA.


Applicant must have Master’s Degree in Social Work/ Social Sciences/ Rural Management/ Health Management/ Gender.

(1) Minimum three to five years of working experience in gender/ development/ social work related fields;
(2) Working experience with government programmes and or familiarity with issues related to declining child sex ratio;

(3) Experience of working on issues related to women’s empowerment.

Skills and Competencies:
(1) Good training, communication and writing skills;
Good planning and coordination skills;
Ability to understand and address development related issues;
(4) Proficiency in operating computers and MS Office package;

(5) Creative skills and ability in planning, implementation and monitoring programs;
(6) Ability to work with a diverse group and settings
(7) Willingness and ability to travel extensively.


The Consultant- BBBP shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

The selected candidate shall be paid a consolidated amount ranging between Rs. 50,000-65,000 per month based on salary history, qualification and experience. In addition, laptop and communication allowances will also be provided to selected candidates.

7. LOCATION: Directorate of Women Empowerment, Rajasthan

8. DURATION: The successful candidate shall be issued an initial consultancy contract for one year, extendable for further period subject to satisfactory performance.
